The Contracting Authority assumes that the geophysical and geotechnical soil investigations for the following wind farm zones could be called off during the period of 5 years:— Wind farm zone ‘Borssele'; 345 km² including an additional area of 1 km around the zone (approximately 78 km²) to be surveyed;— Wind farm zone ‘IJmuiden ver’: 1170 km²;— Wind farm zone ‘Hollandse Kust’: 1225 km²;— Wind farm zone ‘Boven de wadden’: 200 km².Works will not be continuous, but commence earliest November 2014 and are, for the wind farm zone Borssele, expected to end December 2015. Within this area the following periods are foreseen (indicative):1. The 1st geophysical survey is planned within the period December 2014 — March 2015. It foreseen that the one and the same client representative will be witness of all operations and be present during the first week and the last week of the campaign (which in total is planned to last approximately one month). In case operations require more follow up the frequency could be increased.2. The 1st geotechnical campaign is planned within the period February to July 2014. It is foreseen that 2 Client offshore representatives will witness all operations and be present (in separate shifts of at least two weeks) during the full duration of the campaign (which is planned to last approximately 2 months). The exact duration of the shifts shall be determined on the basis of statutory requirements and in close consultation with the Client offshore representatives.3. The 2nd geophysical survey is planned within the period April — June 2015. It is foreseen that the one and the same Client offshore representative will be witness all operations and be present during the first week and the last week of the campaign (which in total is planned to last approximately one month). Self-declaration with regard to exclusion grounds and suitability requirements The grounds for exclusion and suitability requirements applicable to this tender have been set out in the appendix 'Self-declaration' and in chapter 4 of the Tender document. By signing and submitting the appendix 'Self-declaration', the tenderer agrees and complies with these exclusion grounds and suitability requirements. A signed appendix 'Self-declaration'. Other evidence should only be provided once requested by the contracting authority.

Statement of approval By filling in and signing this statement of approval, the tenderer agrees to:

— all requirements set out in Chapter 5 of the Tender document and the tenderer declares that it will fulfil these requirements during the term of the framework agreement.

Motivering voor een raamovereenkomst van meer dan vier jaar:

The Contracting Authority intends to conclude 3 framework agreements. All framework agreements have a fixed duration that ends on 31.12.2015, with four times an option (to be exercised unilaterally by the Contracting Authority) to renew for 1 year. Hence, the maximum term of the framework agreements is approximately five years, with an ultimate expiry date of 31.12.2019. The foreseen commencement date of the framework agreements is around 28.11.2014.

The maximum term of the framework agreement for the Geotechnical en geophysical soil investigations for offshore wind zones in the Netherlands is set on approximately 5 years. This is in accordance with the aims as set out in the Energy Agreement for Sustainable Growth (‘Energieakkoord voor duurzame energie'), 2013, Social and Economic Council of the Netherlands (SER) and as adopted by the Dutch Cabinet. If the Contracting Authority would use a maximum term of four years for the frameworks of the geophysical/geotechnical site investigations, which in principle is a maximum term for public framework agreements (see Public Procurement Act 2012, article 2.140(3)), it is likely that the planned offshore site investigations for 2019 should be called off within new, subsequent framework agreements that would only be valid for one year (to comply with the time-line as set out in the Energy Agreement). Because retendering such (subsequent) framework agreements in 2018 with applying such a short term for these framework agreements would (most likely) not be economically justifiable, the Contracting Authority has decided to tender framework agreements which cover the term 2015-2019 as set out in the Energy Agreement.

The services in this present tender are linked to the tender for geotechnical en geophysical soil investigations for offshore wind zones in the Netherlands and the considerations mentioned above.

Gunningscriteria
Criterium: 1. Qualification of personnel description of the Client offshore representative's (additional) qualifications in terms of experience and knowledge, skills and competences. These qualifications must apply to the Client offshore representative's actually intended to use for the services requested. These qualifications must be concrete guarantees to the Contracting Authority: minimum number of years experience in similar services, minimum number of performed services similar to the services requested, minimum level of knowledge, skills and competences. As described in Chapter 6 of the Tender document (50)

Rates Tenderer is requested to complete the schedule of rates format in APPENDIX 5, in which tenderer specifies the maximum rates that apply to relevant parts of executing the work for any specific agreement under the framework agreement. Relevant parts are: Offshore rate based on 12h/day. Standby rate Office rate (based on 8h/day) Mobilisation en demobilisation based on mobilisation from Dutch seaport.
