1.2. KNMI The Royal Netherlands Meteorological Institute (KNMI) is the national institute for weather, climate and seismology. It is an agency of the Ministry of Infrastructure and the Environment (Ministerie van Infrastructuur en Milieu). In its function as national data and knowledge centre, KNMI disseminates weather information to the general public, the government and the aviation and shipping domain, in the interest of safety, the economy and a sustainable environment. Making the knowledge, data and information on hand at KNMI accessible to its customers, e.g. the general public, is a core activity of KNMI. KNMI's mission has consequences for the use of laser ceilometers and therefore for this tender:- Ground-based observations of clouds are considered primary meteorological data from the meteorological observation network. This information is provided by KNMI to the general public and to professional users on a national as well as an international level.- Accurate and real-time cloud information is also an essential part of the meteorological information required for aeronautical applications. In its role as Air Navigation Service Provider for Meteorology (MET ANSP), KNMI continuously measures and distributes cloud base height and cloud cover data for all Dutch (civil and military) airports and helidecks, in accordance with International Civil Aviation Organization (ICAO), World Meteorological Organization (WMO) and European Aviation Safety Agency (EASA) regulations.- Research on boundary layer meteorology and the interaction between clouds, aerosols and radiation is performed at the Cabauw Experimental Site for Atmospheric Research of KNMI (CESAR). - Furthermore, cloud observations are becoming more important for the evaluation of Numerical Weather Prediction (NWP) models. The measurements from LIDAR instrumentation are essential in fulfilling these research tasks. Traditionally these measurements were performed by research LIDAR systems, but nowadays ceilometers can also provide useful information, particularly for continuous monitoring purposes.
