Inspection and maintenance for balance of plant for two Dutch offshore wind farms

The offshore wind farms Prinses Amaliawindpark (operational since July 2008) and Eneco Luchterduinen (anticipated start of operational phase: mid 2015) require inspection and maintenance of its Balance of Plant. The Balance of Plant is for this tender defined as the wind turbine foundations and the OHVS foundation (below and above water and primary and secondary steel and cathodic protection), the outside steel structure of the OHVS topside, scour protection, infield and export cable. The philosophy of the work process is planning, preparation, execution, reporting including analysis and recommendations for the next year.
Enterprise shall provide services to cover the following scope of work:
— Preparation of the inspections and maintenance, e.g. inspection and maintenance plans, HSSE documentation and method statements;
— Execution of the inspections and maintenance;
— Reporting of findings of inspections and results of maintenance followed by recommendations for inspection and maintenance plans for the next year;
— and for the above mentioned all related project management, HSSE management, risk management and QA/QC management.
In the above mentioned scope of work a distinction is made between:
— Inspection work, tracking the state of maintenance (by inspection, reporting and analysis) and definition of corrective measures;
— Additional Services: additional inspections and/or maintenance work, work following from inspections or periodic work (e.g. paint-touch-up, bolt tightening)
Furthermore a distinction is made between above water scope and under water scope. The above water scope is executed from the foundation platform, the underwater scope is executed from a specialised vessel.
Enterprise shall provide dedicated, experienced and well trained personnel, equipped with suitable tools and materials to perform the work. The offshore work shall be supported by a back-office with experience in inspections and maintenance of offshore (wind) installations.
For the above water scope Employer will make available – free of charge – a crew transfer vessel for transfer from IJmuiden to the wind farm. However Enterprise can – as voluntarily option – include a crew transfer vessel for the scope of services in the offer. For the underwater scope, Enterprise shall provide the required vessel.
