Flight Inspection Services 2015
Within the Dutch airspace there is a network of navigation beacons that mark the airspace structure (VOR's, TACAN's, DME's and NDB's) for the benefit of navigation and guidance of civil and military air traffic.
Besides the beacons that mark the airspace structure, Instrument Landing Systems (ILS) and PAPIs are used for accurate landings on almost all civil and military airports. These aforementioned landing aids need to be calibrated within the legally established deadlines. The calibration of these landing aids is partly done by flight inspection.
At this moment both ATC-NL and LCW have separate contracts with external parties for these flight inspections. As a result of this joint tendering procedure, ATC-NL and LCW strive for a supplier who executes the Flight Inspection Services for both ATC-NL and LCW. There are a few strong advantages in having a joint tender procedure.
โ At this moment LCW and ATC-NL are two separate organisations. There are some initiatives to grow into one organisation. A joint tender procedure for flight inspection services as well as a joint maintenance on the longer term of the beacons concerned, fit in this strategy;
โ It is more efficient when ATC-NL and LCW have a joint tender procedure to contract the same external party for flight inspection services. This efficiency exists by the fact that more beacons of ATC-NL and LCW could be measured during one flight inspection run. This is not possible when ATC-NL and LCW have different contractors;
โ With the same contractor it would be easier for LCW to execute a flight inspection reduction program by shifting the calibration from flight checks to ground checks using ATC-NL measurement systems. This program has been rolled out a few years ago within ATC-NL with significant reduction of operational disturbance, costs and noise nuisance.
