Fact finding study and advice on requirements for gas quality and gas appliances in the Netherlands
Provision of a fact finding study and advice on ‘Requirements for gas quality and gas appliances in the Netherlands’. The core question this study needs to answer is the following:
Is it wise for the Dutch government to notify the requirements that gas appliances should be able to meet in order to handle high calorific gas under the Gas Appliances Directive (and the EN347) differently than it has, and if so, how and when?
In conclusion, the contracting authority expects a final report which includes:
— An opinion on the future gas quality requirements that appliances in the Netherlands must meet, with consideration of various alternatives and which answers the core question and sub-questions.
— The technical feasibility of the options for the Wobbe bandwidth with the pros and cons.
— An assessment of the costs of the various options in time, including extra costs for the control of gas appliances, separate control modules, gas treatment costs, investment costs in the gas-network because of extra infrastructure, transition costs (e.g. installers who need to switch over or modify appliances with a modular control).
— A list of practical experiences in other EU Member States relating to current and future Wobbe bandwidth and gas appliances, and gas conditioning (preferably in at least four Member States, including Germany, Belgium and the United Kingdom).
— Advice on the requirements of the Wobbe bandwidth that H-gas appliances need to meet for notification to the European Commission.
