COBRAcable Licensing Dutch and German Inshore
A subsea HVDC interconnector is to connect the Dutch grid at Eemshaven managed by TenneT TSO with the Danish grid at Endrup managed by Energinet.dk. The initiative called COBRAcable started in 2010 by introducing it to several competent authorities. After a break of 1.5 years the project planning has resumed in autumn 2013.The route of the interconnector can be divided into five sections: -Dutch land route-Southern inshore (Dutch/German landfall till 12-mileszone)-German EEZ-Northern inshore (Danish landfall till 12-mileszone)-Danish land routeEnerginet.dk handles the licensing work for the Danish onshore and inshore and the German offshore (EEZ), while TenneT handles the southern onshore and inshore.The routing in the southern inshore area is technically challenging and complex from a licensing point of view. In this section there are areas with quite distinctive legal systems. It can be divided in: -Dutch inshore-German inshore-Ems-Dollard Treaty Area-Dutch/German disputed area (3 – 12 miles zone)Licensing Dutch Inshore:The aim of the assignment is to prepare documents (background documents and applications) accepted by competent authorities for the licensing of the COBRAcable routing through the Dutch land route, Dutch inshore area, the Ems-Dollard Treaty Area and the Dutch/German disputed area. The works includes two “Waterwet” permits, a “Natuurbeschermingswet 1998" permit, a "Flora- en faunawet" exeption, an exeption of the "Provinciale omgevingsverordening" and an "Omgevingsvergunning".In addition the contractor is to provide strategic advice on the licensing process and assist in consultations with Dutch authorities on a needs basis.Licensing German Inshore:The aim of the assignment is to prepare documents (background documents and applications) accepted by competent authorities for the licensing of the COBRAcable routing through the German inshore and Dutch/German disputed area. The procedure includes a regional planning procedure („Raumordnungsverfahren – ROV“) and a plan approval procedure („Planfeststellungsverfahren – PFV“).For the ROV the regional government office (“Regierungsvertretung”) in Oldenburg is the competent authority. For the PFV this will be the Lower Saxony Federal State Authority for Road Engineering and Traffic Development (“Niedersächsische Landesbehörde für Straßenbau und Verkehr - NLStBV”) in Hannover.In addition the contractor is to provide strategic advice on the licensing process and assist in consultations with German authorities, including scoping meeting for the PFV and hearings (“Erörterungstermine”) for both, ROV and PFV on a needs basis.
