CHARM ATMS System Provider
CHARM is an acronym for Common Highways Agency Rijkswaterstaat Model, which represents a joint collaboration project between Rijkswaterstaat in the Netherlands and the Highways Agency in the UK.
The main objective of this collaboration is the supply of an Advanced Traffic Management System (ATMS) and related services.
RWS and HA will each have a contract with the ATMS System Provider, the scope of which consists of 2 parts:
Part 1. Provision of the initial system installed and operational in each country; two data centre environments and one operational traffic management centre ('TMC').
Part 2. ATMS package supply: an ongoing part, in each country, consisting of:
— Delivery of software licenses for the ATMS package and add-ons (The term 'ATMS package and add-ons' is defined as all of the software delivered by the system provider and which may include third party software.)
— Maintenance and support of the ATMS package and add-ons, including support of roll out and development of future releases (updates)
— Optional: supply additional modules for future functionality
— Optional: supply software licences for the ATMS package to be used by other road authorities within the Netherlands and the UK
The purpose of this procurement is to reach an agreement with 1 party concerning the ATMS System Provider to be entered into by both Agencies for the period of 3 years with optional yearly renewals. The winning bidder of this procurement will be awarded a contract with the Highways Agency and a contract with Rijkswaterstaat.
The procurement is being carried out by RWS-CIV (Rijkswaterstaat Central Information Services) as the central purchasing body for the contracting authorities Highways Agency and RWS-CIV.
Only in the exceptional situation that award of both contracts to the same party would cause substantial disadvantages to one of the Agencies, do the Agencies reserve the right to award to different parties.
