The Plant will be constructed on a brownfield location and will supply heat to the district heating system and electricity to the grid.The project is developed based on the Fluidized Bed Combustion boiler technology using a backpressure steam turbine configuration, with steam exhaust to DH condensers. The boiler fuel input will be approximately 76 MW. The Plant will be following district heating demand and it shall be optimized by the tenderer to produce heat and electricity according to the subsidy requirements. The fuel will be supplied by trucks and potentially also by ships (see II.2.2).The scope of works encompasses (but is not limited to):— Fluidized Bed Boiler plant,— Steam Turbine Generator plant,— Flue gas treatment plant, including flue gas condenser, including waste water treatment facility to allow re-use or discharge of the condensate and stack,— Absorption type heat pump to deliver the heat from flue gas condensing to the DH network,— All required process- and auxiliary system for Plant operation within the battery limits of the plant, to be connected to existing interfaces on site, e.g. district heating, cooling water, demin water, natural gas, electrical and I&C systems,— Electrical systems and equipment, e.g. power connection to high-voltage, plant auxiliary power system, necessary transformers, emergency diesel generator,— Fuel Reception on site, Fuel Pre-Treatment, Fuel Storage, and other Fuel feeding to the boiler,— Facilities for weighing, automatic sampling of fuel and formal administering of fuel and consumables to the site and solid waste from site,— Storage and Handling of additives, by-products, chemicals and solid waste,— Instrumentation and control systems including continuous emission monitoring system,— Utilities,— Civil Works (underground, new buildings, including HVAC, alarm and fire safety equipment),— Steel structures, stairs and platforms for the whole works, e.g. for boiler, buildings, pipe bridges.Contractor shall provide all works for the design, engineering, procurement, manufacturing, inspections, delivery, construction, erection, commissioning, testing and start-up of all systems, equipment and materials for a complete, safe, compliant and fully operational plant fit for purpose which operates within the permitted requirements. The contract will be an EPC Lump Sum Turnkey contract (FIDIC Silver book).For information only a description of the plant concept and currently foreseen fuel specification is available on request at the contact point (see I.1).

A) This Contract Notice and related tender procedure are subject to the Aanbestedingswet 2012. Filling out the Self Declaration is compulsory according to the Aanbestedingwet 2012.

b) Respondents are preliminary required to fill out the Self Declaration and provide the information as requested below with regard to the selection of Respondents (please refer to VI.3.d.iii). The Request to Qualify consisting of the Self Declaration and information as requested in VI.3.d.iii need to be received by the Contracting Entity no later than on the date and time stated in IV.3.4.

c) After the selection is completed and a number of Respondents are selected as Tenderers, these Tenderers need to provide the additional information as requested for in order to verify the statements out of the Self Declaration (please refer to “information required if a Respondent is selected as Tenderer”). If it appears that a Respondent does not qualify, he will be excluded from further participation in this tender procedure and the next Respondent in line may be selected as Tenderer and so on.

d) Respondents shall be selected as follows:

(i) First, the application will be reviewed on layout requirements and consistency. When information is missing, not consistent and/or differs from common practice, the Contracting Entity can expel the respondent from the procedure. If the information is unclear or missing, the Contracting Entity has the right – but not the obligation – to ask for additional information. Information provided with regard to another Contract Notice of the Contracting Entity or another entity from the Eneco group will not be deemed to be provided for this Contract Notice and will thus be disregarded.

(ii) Second, it will be assessed if one or more excluding criteria apply to the Respondent. If so, the Respondent will be excluded from further participation in the tender procedure.

(iii) Third, if too many Respondents qualify, a selection will take place in order to limit the number of Respondents that will be invited to tender to 5. See further under selection criteria below.

e) The Contracting Entity reserves the right to demand further statements and proof a.o. of the excluding and selection criteria. Furthermore it reserves the right to request a personal presentation or visit of the Respondent or a reference site to verify a.o. declarations by the Respondent. In addition the Contracting Entity is authorised to verify the references by contacting the party that issued the reference or by asking for audited statements. The Contracting Entity may also require the Respondents to supplement or clarify reference, certificates and other information presented. The Contracting Entity is never obliged to utilise these rights; Respondents are not entitled to demand that the Contracting Entity does so.

f) The Contracting Entity preserves the right to substitute itself during pre-qualification or the related tender procedure by another company and preserves the right to assign the Contract after award thereof to another company.

g) The Contracting Entity is entitled to suspend or terminate the tender procedure either entirely or in part either temporarily or definitely for convenience. The Contracting Entity is not obliged to enter in to a contract.

h) The Contracting Entity is not liable for any costs or expenses of Respondent in connection to the request to qualify or related tender procedure.

i) Should Respondent have questions with regard to this Contract Notice or the related tendering procedure, these can only be asked by means of sending an email (no regular post) to the contact person (refer to I.1) up to 7 calender days before the elapse of the time limit (refer to IV.3.4) for receipt of the Request to Qualify. Questions received later than this date, will be disregarded.

j) Should Respondent/Tenderer have a complaint about this tender procedure, it can turn to fm.klachtenmeldpunt@eneco.com The complaint will be speedily dealt with.

Selection criteria: Technical capacity and experience Respondent shall be an established and experienced contractor in the field of works of comparable size and scope and shall be experienced in [the (detailed) engineering, procurement and project management and construction management] in Europe as required for BEC Groene Weide. With regard to this Contract the Respondent needs to prove he has experience with the following core competences by providing a description of the core competences (see attached format "Reference list core competences") and by providing at least one reference per core competence not older than originating from the previous five (5) years (finished or under construction).

— Fluidized Bed Boiler (>50MW) for clean biomass types and demolition wood / waste streams (35 points)

— Fuel storage, Fuel pretreatment and other Fuel handling for clean biomass types and demolition wood / waste streams (30 points)

— System Integration/interface management related to the D&C scope of work as detailed in II.2.1 (35 points).

Calculation of individual points per each core competence: the product of the maximum number of points and the number of reference projects that Respondent can show proof of for that core competence, divided by the highest number of reference projects for same core competence of all Respondents. Information required at Request to Qualify: filled out and duly signed Reference list core competences. Information if a Respondent is selected as Tenderer: all information as requested for if not already supplied by Respondent at Request to Qualify for the purpose of selection of Respondents.
