The services that under this contract are to be provided consist of technical assistance and project management, fee-based and in essence constitute the the management and execution of the “Small-Scale and Micro Irrigation Support Project” (SSMISP). In other words: The Embassy wishes to recruit a consulting firm which will execute and manage the above-mentioned SSMISP. The service contract will have a duration of five [5] years. The expected start date of the contract is the second quarter 2014 (ca 1 April 2014). The contract may break down the total duration period in separate phases and may include clauses for termination or downsizing before the end date of phases.

The total project budget is about EUR 20.7 million, of which EUR 10.0 million is financed by the Embassy and about EUR 10.7 million (Canadian $ 15.0) by the Government of Canada through the Department for Foreign Affairs, Trade and Development (DFATD). The project cost of components 1, 2, and 3 (excluding the service contract) is approximately EUR 6.7 million. The maximum value of the service contract is about EUR 13.0 million (including VAT if applicable and other taxes) for 5 years, averaging ca. EUR 2.600.000.— per year. To facilitate some flexibility in the project budget for unforeseen emerging activities, a contingency budget line of about EUR 1.0 million (5 % of total project budget) is included. The amounts in this paragraph are best estimates based on the information currently available, and are amongst others subject to competitive bidding in the tender phase. No rights can be derived from these estimates.
