Stable fitness detection of Euro banknotes

The contract comprises the delivery and installation of ‘stable fitness detection' with respect to soiled banknotes on all 8 DLR CPS2000 sorting machines that DNB owns. The inspection systems will be implemented and installed over a period of two years. Stable detection is performed by means of an inspection system and stable presentation of the banknote to the inspection system. The built-in software of the inspection system will be replaced by or expanded with Brain2 software, which will be delivered by DNB. The implementation of the BRAIN2 into the inspection system is part of this tender Spare parts and software leases (both upgrades and updates) for stable fitness detection are also part of the Tender.
DNB will take care of all preventive and corrective maintenance itself, so this is not part of the Tender.

The Candidate must confirm its identity by demonstrating that it is registered in the national professional / trade register.

All Grounds for Exclusion referred to in Article 45 Bao apply individually. Candidates are therefore excluded from participation if they find themselves in one of the circumstances referred to in Article 45. As proof that none of the circumstances referred to in Article 45 applies to you as a Candidate, DNB wishes to receive from you the standard declaration on Article 45 (see appendix 3 - Declaration A) on which basis it can be assumed that the grounds for exclusion do not apply to you as a Candidate. In this declaration you also confirm that you will submit the applicable documentary evidence listed below within 14 calendar days after confirmation of your selection for the award phase. This therefore means that you should prepare for this and make due allowance for the time needed to obtain a certificate of good conduct for legal persons (VOGrp):

1 As regards the circumstances referred to in 3 (a) and 3 (b) of Article 45 BAO, you should lodge a statement from the registrar of the district court that is competent under section 2 of the Bankruptcy Act (faillissementswet) to declare the Candidate bankrupt or to declare that the debt restructuring scheme for natural persons is applicable to the Tenderer

2 As regards the circumstance referred to in 3 (c) of Article 45 BAO, you should lodge a certificate of good conduct for legal persons (VOGrp) issued by the Minister of Justice under the Judicial Data and Criminal Records Act (Wet justitiële en strafvorderlijke gegevens)

3 As regards the circumstances referred to in 3 (e) and 3 (f) of Article 45 BAO, you should lodge a statement from the inspector of taxes (Tax Administration) who is competent under section 3 of the General State Taxes Act (Algemene wet inzake rijksbelastingen) to levy tax on the Tenderer.

The abovementioned declarations must not be more than six months old when submitted. A finding that incorrect information has been submitted may lead to exclusion at any time during the tender procedure and after award of the contract to dissolution of the Agreement.

Candidates should have reported average annual sales of at least EUR2,000,000 excluding VAT over the last three financial years for which figures are available. There should also be no indication of any problems with business continuity.

The fact that the Candidate meets the above requirements shall be established by a written and undersigned statement (see appendix 2). DNB has the right to ask for an additional clarification on the supplied financial information from the Candidate.

Candidates should submit one relevant reference (of a project that they have carried out) over the past three years that prove that they have the knowledge and experience necessary to carry out the present contract.

Candidates should provide descriptions of their reference in appendix 2, and submit contact details for this reference in case DNB wishes to verify the submitted information.

References should be recent and may not be older than three years..

If Candidates submit a reference project in which the work or part of the work was carried out by third parties, they should make clear which part of the project was taken on by the Candidate and which part was carried out by the third party or parties, as well as the roles that the Candidate and the third party or parties played in the project in question. This also applies if the reference project was carried out as a Consortium.

Candidates should submit 1 reference that meets the following cumulative requirements:

- The inspection system offered by the Candidate must have been mounted on a banknote sorting machine with a speed of at least 25 banknotes per second;

- The inspection system was fully interfaced (hardware and software) in the sorting machine;

- The inspection system supported full face front and reverse inspection of the banknote in one run;

- The inspection system has sorted at least 10 million banknotes with satisfactory results according to the customer.

Proof that the Candidate satisfies the above-mentioned requirement(s) should be furnished in the form of a written and signed statement (see appendix 2). DNB has the right to require the Candidate to explain the statement.

Skills of staff

The Candidate shall have at least two technical employees at its disposal, which have the necessary skills and experience to ensure an appropriate implementation and quality of the assigned contract.

The technical employees shall at least have the following experience and knowledge:

- Detailed knowledge regarding interfacing inspection systems on high-speed (> 25 notes/sec) sorting machines;

- The employees have been involved in inspection system development for at least 5 years;

- Operate at senior level (third echelon) to ensure quick problem solving on site, if necessary.
