The existing research reactor of RID is to be modified in two respects: 1. The operational power is to be increased from 2 to 3 MW or more without core compaction. This implies that the contractor should provide the design and the execution of the modification of the research reactor itself, as well as the cooling system; and 2. The installation of a cold-neutron source. The near-core part is to be designed and built. A cryogenic installation for supercritical hydrogen with a cooling power of 2 kW at the temperatur of 25K is already available on site and may be utilized for the cold neutron source.

Contracts and legal aspects shall be governed by Besluit aanbestedingsregels voor overheidsopdrachten (the Dutch Public Procurement Decree). When time is mentioned in documents used in this tender, it concerns local time (time in the Netherlands). If, within the framework of selection a non-selected of rejected applicant is of the opinion that the RID's decision violates the law or any other applicable legal regulations, they must notify the contracting authority - within the term of 10 calendar days after the dispatch of the afore-mentioned decision, in writing and stating the motivations - of their intention to bring legal action against the decision, with a copy of the issued summons enclosed. — Applicants must submit a declaration stating that they do not have any objections against and that they will cooperate fully in case of a further investigation into their financial and economic capacity, competence, efficiency, reliability and expertise by or in name of the awarding organisation.

Economische en financiële draagkracht:

— Applicants must submit a statement saying that - if the contract is awarded to them - they will be insured against professional liability, and that a minimum coverage of 2 500 000 EUR during the design phases is guaranteed and a minimum coverage of 10 000 000 EUR is guaranteed during the construction phase.

— Applicants must prove that their continuation is not endangered.

Technische en professionele bekwaamheid:

Applicants must submit one reference project regarding new /modification or upgrade research reactor and one reference project regarding design and installation of a cold-neutron source which according to type, scope and complexity are deemed comparable to the tender project.

Uitvoering van de opdracht

A bank security from a commercial bank seated in one of the EU member states within seven days upon notification of having been awarded the contract, at a value of 5 % of the contract amount, including VAT.
