The purpose of this RFI is to select candidates who will supply Gasunie for the coming 3 to 5 years with Plug Valves in the range 2”-16” including required services as described in par. 2.1.
The strategy of Gasunie is to reduce lead times and costs by optimising the supply chain (e.g. stock) and standardisation (e.g. drawings and stem extensions). This will require close cooperation between Gasunie and the selected manufacturers. Therefore only manufacturers of Plug Valves are allowed to participate in this sourcing event.
Final goal of this sourcing event is to have signed frame contracts for Natural Gas Plug Valves in the diameter range from 2"up to 16" (including operating equipment and related services, see par.
2.1). The purpose of this European tender is to conclude 2 frame contract(s) with 2 suppliers (1 contract per supplier) in the area of Plug Valves in the diameter range 2”-16” for natural gas, Ansi class 150, 300 and 600 and Related services Gasunie attaches a great deal of importance to its relationship with the suppliers to be selected and is currently seeking high-quality organisations.

— Applicant states he does not comply to the exclusion criteria as stated in art. 7.1a, 7.1b, 7.1c section ii and 7.1c section iii of ARN2006. A self declaration will fulfil the requirement, though Gasunie is at every moment entitled to ask for evidence as stated in art. 7.2 ARN2006. Applicants that are in such a situation may be excluded from the procedure unless art. 45.2 of the BAO applies. BAO is the Dutch implementation of 2004/18/EG, ref. art, 45 sub 1 1st alinea and sub 2. A model statement for this purpose can be obtained at the SIM of the electronic procurement system of Gasunie.

Economische en financiële draagkracht:

In case the applicant is part of a consortium, above information is to be applied for each and every member of the consortium. In this case a description of the fiscal entity is to be supplied, including liabilities of main contractor.

Applicant states that the minimum turnover for the area of subscription was more than 1.000.000 EUR over the most recent financial year.

A financial credit check is part of the selection procedure. In case the financial position does not guarantee enough surety, this can lead to extra guarantees, to be agreed in the final negotiations.

Gasunie will request a guarantee of the mother-company, stating that the holding guarantees all liabilities resulting from a possible agreement.

If a candidate who has not been selected in the selection process or the award of the tender, respectively a rejected candidate holds the opinion that the decision taken is contrary to the law or other applicable legal regulations, he shall, no later than 15 calendar days after the notification, of the aforementioned decision has been sent, inform us in writing – stating his reasons- that he shall take recourse to legal remedy. The copy of the writ of summons shall be attached to such notification send to the contracting Authority. The depositions of a claim with / against the contracting Authority shall not cause result in suspension of the tender procedure (unless and until so ordered by the relevant court). The afore mentioned term applicable to objections / a claim on the part of a candidate, shall commence on the day that follows the date of dispatch of the notification in writing to that candidate that he has not been selected. This term ends on the 15th day at 17:00.
