KNMI currently operates the lightning detection system FLITS which is drawing near the end of its lifecycle. In order to sustain its duties regarding delivery of lighting detection data to its legal partners and other interested parties KNMI has recognized the need for replacement of FLITS. Solutions for this replacement may either consist of Data Services for the provision of the required data, or of a new lightning detection System that will enable KNMI to obtain the required data by itself.

In order to sustain its duties regarding delivery of lighting detection data to its legal partners and other interested parties KNMI has recognized the need for replacement of FLITS. Solutions for this replacement may either consist of Data Services for the provision of the required data, or of a new lightning detection System that will enable KNMI to obtain the required data by itself. The purpose of the tender is to select and contract the Tenderer that offers a solution which is economically most profitable to supply KNMI for the next 10 years (in a 5 + 3 + 2 schedule, see Requirement 2.22.7). For that purpose both the specifications of the offered solution and the total life time costs during a period of 10 years are taken into account in the evaluation of the submitted tenders. The Tenderer that finishes in Second place will be offered a “shadow” contract. If the test period with the Tenderer who finished in First place is not successful, a test period will commence with the Tenderer who is awarded the “shadow” contract. For definitions see I.1). Note: KNMI is legally responsible for delivering data to other (semi-)governmental bodies. Lightning data is currently delivered to the Ministry of Defense (MOD), Air Traffic Control of the Netherlands (LVNL) and Police district Zuid Holland Zuid. See also Requirement 2.12.1.Tenderer shall be aware that these deliveries are covered by contracts and are legal responsibilities of KNMI. Consequently, data delivery to these partners of KNMI shall be included in the bid.

To ensure that Contractor performs his contractual duties a Warranty bond of 5.0 % is issued. In case of dataprovision a Warranty bond of 5.0 % over one year of service is issued.
