The specifications for the gas coolers will be ready in the next phase of this European tender: the request for proposal.
The optional requirements for Rysum and Wardenburg will be decided in the course of 2013.
Gas coolers
The process gas coolers must secure an adjusted defined outlet temperature by means of frequency converter speed controlled low noise fans.
Scope:
- Design code: PED, AD 2000, ISO 13706;
- Compliance with- and fulfilling of applicable DVGW requirements and permit- noise requirements;
- Structural steel with working platforms, railings, self-closing passage gate, ladders, etc.;
- Foundation materials to be incorporated in the civil works;
- Control & instrumentation such as: Vibration switches, maintenance switches, cabling, cable trays in /on the process gas cooler, terminal boxes;
- Grilles of the air boxes, connections to earthing system base, etc.;
- Frequency converter + MCC system cabinets, including installation;
- Planning delivery and mounting of cables from gas cooler components to terminal boxes;
- Supply civil drawings and data for design of foundations and foundation slabs, such as dimensions, loads, forces / torques;
- All required inspections, non destructive testings, certifications, and documentation to the satisfaction of the German Notified Body
- Delivery on site based on DDP;
- Responsible for unloading and placing the supplied equipment on the foundation created by the customer;
- The final assembly and commissioning of the process gas coolers,
- Scheduling/coordination of installation work on site with GUD/contractors.
- Delivery of as built documentation and manufacturing book.

The following criteria for exclusion apply:

* Applicant states he does not comply to the exclusion criteria as stated in art. 7.1a, 7.1b, 7.1c section ii and 7.1c section iii of ARN2006. A self declaration will fulfil the requirement, though Gasunie is at every moment entitled to ask for evidence as stated in art. 7.2 ARN2006. Applicants that are in such a situation may be excluded from the procedure unless art. 45.2 of the BAO applies. BAO is the Dutch implementation of 2004/18/EG, ref. art, 45 sub 1 1st alinea and sub 2. A model statement for this purpose can be obtained at the SIM of the electronic procurement system of Gasunie.

* Recent extract of the trade register (not older than 3 months) as referred to in art 47.1 of BAO.

Economische en financiële draagkracht:

In case the applicant is part of a consortium, above information is to be applied for each and every member of the consortium. In this case a description of the fiscal entity is to be supplied, including liabilities of main contractor.

Applicant states that the minimum turnover for the area of subscription was more than EUR6.000.000 over the most recent financial year.

A financial credit check is part of the selection procedure. In case the financial position does not guarantee enough surety, this can lead to extra guarantees, to be agreed in the final negotiations.

Gasunie will request a guarantee of the mother-company, stating that the holding guarantees all liabilities resulting from a possible agreement.
