IOS DE 2013 Fiscal Metering System

N.V. Nederlandse Gasunie

For the Gasunie IOS-DE project an installation of the Metering and Control Station (MCS) Ellund is foreseen close to the existing compressor station Ellund, located about 8 km west of Flensburg. The function of MCS Ellund is to record gas flow from/to Denmark in order to ensure that contractual delivery quantities are met at the hand-over point to Energient.DK at the Danish border.
The following components shall be supplied and installed (in general installation is included if not excluded in chapter exclusions):
a) 3 unidirectional metering runs comprising of the following components:
โ€” 3 DN400 US flowmeter,
โ€” 3 DN400 turbine meter with integrated flow conditioner,
โ€” 6 Pressure transmitters including hook ups,
โ€” 6 temperature transmitters including hook ups,
โ€” 6 poles in total for the pressure and temperature transmitters,
โ€” 6 calibration thermowells,
โ€” 3 flow straighteners upstream of the US flowmeter,
โ€” Bolts, nuts and gaskets for all internal flange connections (set of 5 per me-ter run),
โ€” 3 inlet runs and 3 outlet runs for meters.
b) Interface engineering.
Candidate shall carry out the switchover concept in chronological order:
โ€”Installation of the new metering and new gas analyzing equipment,
โ€” PGC1 shall be disconnected from existing gas distribution manifold and connected to the new high pressure reduction unit,
โ€” Analytical computer 1 will be connected to a new DSfG bus,
โ€” Commissioning of the new metering system and the new gas analyzing equipment including new data loggers and modems. Existing metering system is still in operation utilizing PGC2 and existing gas analyzing equipment,
โ€” Flow computer of existing fuel gas metering system remains in the existing cabinet and will be switched over to the new DSfG bus,
โ€” Existing O2 analyzer, H2S analyzer and PGC2 will be disconnected from existing gas distribution manifold and connected to new high pressure reduction units. O2 analyzer and H2S analyzer will be switched over from old to the new data logger. An analytical computer 2 will be connected to the new redundant DSfG bus,
โ€” Decommissioning and dismantling of no longer used existing components (flow computer, gas distribution, data loggers, modems and DSfG bus),
โ€” The works in the switchover project step includes:
a) Recalibration of the existing process gas chromatographs O2 analyzer and H2S analyzer;
b) Documentation of the new system and adaption of the existing documentation.
Gas analyzing equipment:
The following components shall be supplied and installed:
โ€” 2 x heat traced and insulated high pressure tubing between the sample probe and high pressure reduction unit. Sample probe will be delivered by N.V. Nederlandse Gasunie,
โ€” 2 x high pressure reduction (HPR) unit with stainless steel stand,
โ€” 2 x low pressure tubing between the HPR and process gas chromatographs (PGC),
โ€” 2 x high pressure tubing between the HPR and gas analyzing equipment,
โ€” 1 x H2S analyzer sample and conditioning system,
โ€” 1 x O2 analyzer sample and conditioning system,
โ€” Control cabinet(s) comprising of the following internals:
โ€” 2 data logger,
โ€” Network and DSfG Bus equipment (connection to the flow computers),
โ€” Distribution fuse board,
โ€” Transfer terminal block.
โ€” 1 x bottle rack for O2 analyzer containing one 10l bottle of calibration gas with 100 ppm O2 in Nitrogen,
โ€” Vent lines for high pressure reduction units, H2S analyzer and O2 analyzer. N.V. Nederlandse Gasunie main contractor installs vent lines. Candidate shall also provide an installation procedure for installation of the vent lines or shall supervise the installation, that such an installation procedure is not necessary,
โ€” Power supply and data connection from PGC to the cabinets,
โ€” Cabling and Installation equipment,
โ€” Glass framed overview drawing.
