CBI wishes to award a framework agreement for the provision of export development and promotion and institutional development expertise by an international team of experts in this field. The assignment consists of supporting the main actors of the Ecuadorian export development and promotion system to reach the Government's objectives in the area of export diversification (the so-called ‘triple diversification', of markets, exporters and products). This support will be provided by an international expert team, and will consist of capacity building activities, (including advisory services, consultancy and training), process facilitation (with the aim of institutional development, service development, capacity building, system development, strategic alliance building, public-private dialogue, and strategic planning), as well as the introduction, adaptation and transfer of relevant international best practices and tested methodologies in institutional development for export development and promotion.

A filled in Self Declaration. The tenderer must be registered in trade register. If the tenderer is not registered in the national trade register of its country the tenderer has to provide a declaration on oath or a certificate as described in Annex IX C of Directive 2004/18/EC.

Economische en financiële draagkracht:

The Contracting Authority requires a declaration of willingness, issued by a person authorized in the tenderer's own organisation, confirming that in the eventuality of a contract the said person is willing to take out a legal liability insurance policy and to submit the policy as information to the Contracting Authority, should the Contracting Authority consider this desirable at that point. The sum insured shall be evident from the policy submitted and should, in conformity to a normal insurance policy, be concluded for legal liability insurance. The minimum sum to be insured is EUR 100 000.

Technische en professionele bekwaamheid:

The team of the tenderer must comply with the requirements regarding capacity and capabilities as set out in chapter 8.3 of the Invitation to Tender. Further, the tenderer must submit two references: One reference proving experience in Institutional Development and Organisational Strenthening with Trade-related Business Support Organisations / Trade Promotion Organisations in developing countries; One reference proving solid experience in multi-stakeholder (public and private) strategy building.

Civil or arbitral interlocutory injunction proceedings against the award decision must be initiated within twenty (20) calendar days of sending the notice of the award decision. In that case the award will be deferred pending the judgment in the proceedings. The judgment would then constitute the basis for further decision-making on the award. After this twenty day term the right for the tenderer to act against the legitimacy of this tender procedure and/or the awarding decisions will be expired.
