Construction of a turnkey battery testing laboratory at the JRC-IET

In the 7th RTD framework programme of the European Union (FP7), the European Commission (EC) has established through the Institute for Energy and Transport (IET) of the Directorate-General Joint Research Centre (JRC) (hereafter the JRC-IET) various research activities in the area of energy and transport.
In November 2011 the Director-General of the JRC signed a letter of intent for closer cooperation with the United States Department of Energy (DoE) on electric vehicles and smart grids. Within the frame of this letter of intent the JRC-IET is establishing new activities related to electrification of transport including 1 activity on battery energy storage testing for safe electric transport (Bestest) in Petten (Netherlands). To fulfil the requirements and needs of this activity, the IET intends to install a new turnkey research laboratory.
This laboratory will be realised in an existing building where other experimental activities are also carried out. This laboratory will include a control room, 2 chambers for the performance testing of electric vehicle battery packs under controlled environments, and 4 chambers for the abuse testing of battery cells. Due to the nature of the tests, the high energy content of the investigated samples and the integration of these testing activities in an existing experimental infrastructure, the battery testing laboratory will have to meet strict safety, environmental and security compliance requirements.
The scope of the contract to be awarded covers the construction of a turnkey laboratory for battery testing. This includes the required modifications of the existing building, as well as the delivery and installation of the battery-testing-specific infrastructure, such as, e.g., electric installations, fire alarm and firefighting installations, air extraction and air cleaning systems, collection of waste water, walk-in climate chamber ((predominantly) works); as well as experimental equipment including battery power supplies, battery loads, cameras (IR/vis), an accelerated rate calorimeter, gas analysis equipment and a data acquisition system (supplies) all of which must meet the established safety, environmental and security requirements of the JRC-IET.
