The Vattenfall location in Utrecht is split in 2 sites opposite each other on both sides of the Amsterdam-Rijnkanaal: Merwedekanaal site and Lage Weide site. The project development is planned on the Lage Weide site.A key objective of the installation, next to power production, will be to deliver district heating and the plant's operations will be heat demand driven. The project is developed based on the Circulating Fluidized Bed boiler technology using a backpressure turbine configuration.The fuel will be supplied by trucks and potentially also by ships (see II.2.2).Due to stringent emission requirements a comprehensive Flue Gas Cleaning facility will be required as part of the project.The Environmental Impact Assessment procedure has been formally started on 2.5.2012. The filing of the permit applications has been completed in November 2012 and the main permits have been received for the project on 14.5.2013.Vattenfall has secured a grant under the Dutch incentive scheme SDE+ for the project.Vattenfall will have to follow European Tendering procedures for the procurement of the project.The scope of works encompasses (but is not limited to):— CFB Boiler with SNCR,— Steam Turbine Generator Set,— Combustion fresh air supply system with air preheater and air ducts, with forced draft fan,— Flue gas ducts with induced draft fan, fluegas-district heating water heat exchanger, and stack,— Natural gas supply system for circulated fluidized bed start-up burners,— Water-steam-cycle, feedwater tank with deaerator, feedwater pumps, control and shut-off valves,— HP-, MP- and LP-piping including valves, measuring points and insulation,— Condensate system, condensate pump and condensate polishing,— Cooling water (CW) cycle with CW pumps, auxiliary CW cycle systems,— Steel structures, stairs and platforms for the whole plant, e.g. for boiler, buildings, pipe bridges,— Fuel Transport on site, Fuel Storage, Fuel Pre-Treatment and other Fuel Handling (incl. Ship Unloading, see II.2.2),— Facilities for weighing and administering of fuel (ship and truck) to and waste (only truck) from site,— Fluegas exhaust ducts up to stack,— Flue Gas Treatment Plant (including dry and wet cleaning),— By-products, Chemicals and Solid Waste Storage and Handling,— Electricity (i.a. step-up and auxiliary transformers, 50kV distribution to STEDIN grid, stationary batteries and emergency diesel generator) and Heat Generation & Distribution systems,— Instrumentation and control system (distributed control system with both, local control room and remote control room integration on Merwede Kanaal side),— Connection, of district heating, cooling water, demin water, natural gas, electrical and I&C systems, and other subsystems of the BioCHP with existing interfaces on site for a successful operating heat and power producing plant,— Utilities,— Obtaining missing Permits for execution of the Works,— Civil Works (underground, removal old gate house, change of the entrance from Atoomweg, new buildings, including HVAC, alarm and fire safety equipment, stack with emission monitoring measurement).Under this agreement under certain specific conditions Eneco might be entitled to acquire control over the project.Eneco is the traditional supplier of district heating and supposed offtaker of the Heat of the BioCHP.. Eneco will therefore be involved in the project and documents submitted by tenderers will be shared with Eneco.Contractor shall provide all works for the design, engineering, procurement, manufacturing, inspections,certification, delivery, construction, erection, commissioning, testing and start up of all systems, equipment and materials for a complete, safe, compliant and fully operational plant fit for purpose which operates within the permitted equirements. The contract will be an EPC Lump Sum Turnkey contract (Vattenfall customised FIDIC Silver)

Aanvullende informatie

a. This Contract Notice and related tender procedure are subject to the Aanbestedingswet 2012. Filling out the Self Declaration is compulsory according to the Aanbestedingwet 2012.

b. If a Respondent would like to qualify, it should contact the Contracting Entity's contactperson (refer to I.1). The contactperson will provide Respondent with the 'Self Declaration', the wording of a Parent Company Guarantee, the wording of the Advance Payment Guarantee, the wording of the Performance Guarantee and a HSE questionnaire.

c. Respondents are preliminary required to fill out the Self Declaration and to provide the information as requested with regard to the technical requirements as set out in III.2.3.a and a filled out HSE Questionnaire as requested in III.2.3.i. The Self Declaration, technical information and HSE Questionnaire need to be received by the Contact Person no later than on the date and time stated in IV.3.4.

d.After receipt of the information as set out in VI.3.c. the Respondents that have stated that they comply with the minimum requirements, need to provide the additional information as requested for in order to verify the statements set out in the Self Declaration (please refer to 'information required if a Respondent is selected as Tenderer'). If it appears that a Respondent does not qualify contrary to its statements, it will be excluded from further participation in this tender procedure.

e. Respondents shall be selected as follows:

(i) First, the application will be reviewed on layout requirements and consistency. When information is missing, not consistent and/or differs from common practice, the Contracting Entity can expel the respondent from the procedure. If the information is unclear or missing, the Contracting Entity has the right – but not the obligation – to ask for additional information. Information provided with regard to another Contract Notice of the Contracting Entity or another entity from the Vattenfall group will not be deemed to be provided for this Contract Notice and will thus be disregarded.

(ii) Second, it will be assessed if one or more excluding criteria apply to the Respondent. If so, the Respondent will be excluded from further participation in the tender procedure.

f. All documents, forms and information that will be supplied by the Respondent must be duly signed and submitted in writing in one hard copy original, being loose-leaf initialled on each page and one digital copy (USB stick). The digital copy shall include all documents, including scans of the Self Declaration. Hard copies and/or physical data media should be put in one sealed envelope. Each application shall be marked with the EU notification number, shall include a notice to which lot the request to qualify relates and be marked 'confidential'.

g. For efficiency reasons, the Contracting Entity requires that the documentation to be provided by the Respondent shall be structured according to the numbering of Section III.2 of this contract notice.

h. The Contracting Entity reserves the right to demand further statements and proof a. o. of the excluding criteria. Furthermore it reserves the right to request a personal presentation or visit of the Respondent or a reference site to verify a.o. declarations by the Respondent. In addition the Contracting Entity is authorised to verify the references by contacting the party that issued the reference or by asking for audited statements. The Contracting Entity may also require the Respondents to supplement or clarify reference, certificates and other information presented. The Contracting Entity is never obliged to utilise these rights; Respondents are not entitled to demand that the Contracting Entity does so.

i. Should Respondent have questions with regard to this Contract Notice or the related tendering procedure, these can only be asked by means of sending an email to the contact person (refer to I.1) up to 7 calender days before the elapse of the time limit (refer to IV.3.4) for receipt of the request to qualify. Questions received later than this date, will be disregarded.

j. It is permitted for more companies that belong to same group to participate in this tenderprocedure, as well individually or as part of a combination of companies. If so, each of these companies shall at first request and to full satisfaction of the Contracting Entity demonstrate that they will operate independently and will handle their participation to the tenderprocedure with most confidentiality and that the request to qualify and all other documents with regard to this tenderprocedure are achieved independently. If the Contracting Entity believes that this obligation has not been (sufficiently) lived up to all companies belonging to the group and/or the combination they have formed may be excluded from further participation in the tender procedure.

k. The Contracting Entity preserves the right to substitute itself during prequalification or the related tender procedure by another company and preserves the right to assign the Contract after award thereof to another company.

l. The Contracting Entity is entitled to suspend or terminate the tender procedure either entirely or in part either temporarily or definitely. The Contracting Entity is not obliged to enter in to a contract.

m. The Contracting Entity is not liable for any costs or expenses of Respondent in connection to the request to qualify or related tender procedure.

n. Should Respondent/Tenderer have a complaint about this tender procedure, it can turn to the 'Klachtenmeldpunt Aanbesteding NV Nuon Energy' and contact mr. R. van Sliedregt at remco.van.sliedregt@nuon.com The complaint will be studied and speedily dealt with. If Respondent/Tenderer does not agree with the conclusion and related actions (if any) of the klachtenmeldpunt it can submit its complaint to the Commissie van Aanbestedingsexperts.
