Vattenfall has the ambition to significantly reduce its CO2-emissions related to power and heat production.
Biomass is (together with wind and CCS) considered a key technology to reach that target. Therefore, Vattenfall is currently developing the biomass project ‘Bio CHP Groene Weide'. This Project concerns the development and realisation of a Biomass fueled Combined Heat & Power plant (Bio-CHP) on the existing Vattenfall location in Utrecht. This location and its assets are part of the Utrecht cluster of the BU Thermal of the Vattenfall Business Division Production. Vattenfall has the intention to tender for the procurement of this biomass project 'Groene Weide'.
In Utrecht, The Netherlands, Vattenfall operates facilities for the production and delivery of district heating since 1922. It is one of the largest district heating network in the Netherlands. The current operating base consists of 3 larger CCGT units augmented by several centrally installed gas boilers and decentralized auxiliary heat production stations and boilers.
The Vattenfall location in Utrecht is split in two sites opposite each other on both sides of the Amsterdam-
Rijnkanaal: Merwedekanaal site and Lage Weide site. The project development is planned on the Lage Weide site. A key objective of the installation, next to power production, will be to deliver district heating and the plant's operations will be heat demand driven. The project is developed based on the Circulating Fluidized Bed boiler technology using a backpressure turbine configuration.
The fuel will be supplied by trucks and potentially also by ships (see II.2.2).
Due to stringent emission requirements a comprehensive Flue Gas Cleaning facility will be required as part of the project.The Environmental Impact Assessment procedure has been formally started on 2.5.2012. The filing of the permit applications has been completed in November 2012 and the main permits have been received for the project on 14.5.2013.
Vattenfall has secured a grant under the Dutch incentive scheme SDE+ for the project.
Vattenfall will have to follow European Tendering procedures for the procurement of the project.

De termijn voor de ontvangst van de offertes was 2013-11-07. De aanbesteding werd gepubliceerd op 2013-09-09.
