The Netherlands is represented in many countries around the world by a network of embassies, consulates and permanent representations. The Ministry of Foreign Affairs in The Hague has regionalised the operational management and consular back-office tasks for these missions. Around mid-2014 the Ministry will have eight fully operational Regional Support Offices (RSOs) to carry out these tasks for the affiliated missions. A list of affiliated missions is supplied with the consultation document. An important component of operational management is salary administration for locally engaged staff at missions abroad who are employed by the Ministry of Foreign Affairs or other line ministries, but are not civil servants as defined in the General Civil Service Regulations (Algemene Rijksambtenarenreglement, ARAR). Salary administration for the missions is currently carried out either by local External Service Providers (ESP) contracted by the missions or, in a number of cases, by the missions themselves. RSO WEU (Western Europe) and RSO AZI (Asia) aim to outsource their salary administration to one or more ESPs in their region from 1.3.2014. Regional salary administration will be introduced in phases over a period of up to 1 year. Some other RSOs are likely to join at a later stage, while others may yet do so.
