TNO is active in the field of design, development, testing and calibration of optical instruments for satellites, e.g. for earth observation. TNO wants to invest in a new experimental setup to extend its facilities beyond the capabilities of the currently existing setup and to be able to test and calibrate state of the art optical instruments (either developed in house or in co-operation with other companies). The setup will be used for what is known in this industry as:
— performance testing,
— thermal vacuum and thermal balance testing,
— optical instrument calibration.

Minimumeisen:

Insurance:

The tenderer must prove that he is adequately insured against statutory liability and against business liability. The tenderer must demonstrate this by including a statement (policy) from his insurers signed in a legally valid way in his tender. The policy must be recent, not older than one (1) year, state, among other things, the minimum sum insured and must in any case permit the maximum payment twice per year. The cover provided in the insurance policy must be at least 2 000 000,- EUR per incident and the policy provisions must allow payment for at least two incidents per year.

The tenderer must remain insured in this way during the performance of the agreement.

Turnover details:

In accordance with Article 48, paragraph 1, subparagraph c of the BAO, the tenderer must submit details of his consolidated turnover from which it can be demonstrated that the tenderer has achieved an average annual turnover over the last three (3) years of at least 3 000 000,- EUR (exclusive of BTW, Dutch VAT). Turnover details must be provided using the template given in Appendix 10.

TNO can request the tenderer to provide an audit opinion verifying that the details are accurately represented.

Combines in a joint venture must meet this requirement jointly. All participants in a combine must fill in and sign for this information separately.

References:

The tenderer has demonstrable experience in design and manufacturing of vacuum systems.

In this respect, the tenderer must provide details of three reference assignments, completed or in progress, fulfilling the following requirements:

— each reference assignment shall be comparable with the contract being put out to tender in terms of type and complexity,

— each reference assignment must have a minimum contract value of 500 000 EUR (exclusive of BTW, Dutch VAT) and carried out no longer than 4 years ago,

— the tenderer is/was responsible and liable for the complete reference assignment,

— the referent of each reference assignment shall be satisfied with the…

… results of the assignment and the deliveries by the tenderer,

… co-operation with the tenderer and the professional attitude and knowledge of the tenderer,

— it shall be clear from each reference assignment that the tenderer is at least experienced in the way of working for Product Assurance as is common in European astronomy and space industry,

— it shall be clear from at least two of the reference assignments that the tenderer is at least experienced in…

… design and manufacturing of systems for ultra-clean or ultra-high vacuum,

… manufacturing and delivery of systems with substantial cryogenic technologies,

… heating-, cooling-, and shroud systems used for thermal balance or thermal vacuum tests for astronomy or space applications.

Technical equipment:

Tenderer has to have his own facilities and resources for assembling and testing. Tenderer has to have the facilities, resources, and experience to perform a "Factory Acceptance Test" on the Thermal Vacuum Chamber before this system is delivered to TNO.

Educational and professional qualifications:

Tenderer has to have ISO3834-2 certificates or similar for welding.

Quality standard, quality assurance:

The quality of the tenderer's organisation is important to TNO. The tenderer must provide a statement clearly showing how quality assurance is integrated in his organisation and how he intends to guarantee quality during the performance of the contract.

In this respect, the tenderer must submit a description of the quality management system he operates (the same as or equivalent to the current standard: ISO 9001:2000) or similar evidence of quality measures that have been implemented according to appendix 14 "Quality assurance certificate". In this respect, the tenderer must specify the period of validity of the system and the external auditors entrusted with monitoring (if applicable).

If the tenderer possesses certificates, copies thereof must be enclosed with the tender.

If the tenderer is not certified, a description with a maximum length of 1 A-4 listing quality assurance measures must be provided.

Uitvoering van de opdracht
Vereiste deposito's en garanties: TNO requires a bank guarantee of 15 % of the total price until delivery at TNO.
Belangrijkste financieringsvoorwaarden en betalingsregelingen en/of verwijzing naar de relevante bepalingen die daarop van toepassing zijn:

— Finalizing Preliminary Design: 15 % of the total price,

— Finalizing Detailed Design: 15 % of the total price,

— Successful FAT: 50 % of the total price,

— Successful SAT: 20 % of the total price.

Payment shall be made on invoice within sixty (60) days after receipt and approval of the goods and/or services by TNO.
