Gasunie Deutschland has planned to build a gas compressor station for natural gas at location Embsen and at location Quarnstedt. Part of the stations is the main process control system: the Station Control System or SCS.The purpose of this European tender procedure is the tender and award of one (1) Purchase Order to one (1) supplier for the supply of the complete SCS of the compressor station Embsen and the compressor station Quarnstedt.The delivery of SCS Embsen and SCS Quarnstedt shall be tendered in the RfP fase between the five parties that will be selected in this RFI phase.The size of the SCS will be approximately 500 hardware IO-points for each compressor station.There are also Profibus and Modbus connections with several packages like compressor controls, HVAC, instrument air etc.Part of the field instrumentation is located in a hazardous area.The scope of the delivery for each SCS as a minimum is:— Design (hardware and software), engineering, programming, delivery of the hardware,— Based on ABB Freelance,— Three operator stations,— Engineering station (incl. Instrument Asset Management),— SCADA-servers and printers,— Fault analysis system,— Redundant ABB 800F controllers with Profibus DP for remote IO,— HIMA emergency shutdown system,— ABB emission calculation system,— Equipment cabinets,— Tests, FAT, SAT,— Training,— As built and package documentation.Excluded from the scope: cabling to other systems, civil works and mechanical erection/assembly shall be carried out by other parties.Generally the SCS shall be designed to the latest state of the art and for a life time of at least 15 years.Supplier shall state that the SCS and its components is available for a minimum of 10 years and that spare parts and software support is available for a minimum of 15 years.Supplier shall guarantee the stability of data archiving system for a minimum of 10 years.The SCS shall operate continuously without loss of function except during planned maintenance outages.During the warranty period the following Services shall apply:In the description below "respond" means that qualified service personnel shall be on site if the failure below is not fixed with the remote access (e.g. VPN) within the stated time frames.(a) operational workload SCS failuresThese are SCS failures that increase the Operator workload, but do not lead to loss of operation performance of availability. The Supplier shall respond to failures of this type within 14 days of notification.(b) operationally significant SCS failuresThese are SCS failures that lead to operational restrictions, but do not lead to loss of availability.Examples are:— A reduction in operation efficiency,— An increased risk of losing availability,— A reduction in operation flexibility,— A necessary change in SCS configuration,— A restriction of the operation flexibility,— The Supplier shall respond to failures of this type within 7 days of notification.(c) Total or partial loss of SCS Availability (Downtime)These are failures of the SCS which lead directly or indirectly to a total or partial loss of availability.The Supplier shall respond to failures of this type within 24 hours of notification.
