The scope encompasses the complete design and engineering, drawing package, assembly of cabinets, on-site delivery, testing (FAT), on-site commissioning including SAT and the start-up of the Station Control System including all necessary process and scada hardware and software and including (as-built) drawing package and documentation.
For many years Gasunie Deutschland is standardized on ABB AC800F and Freelance voor process control systems and scada systems and standardized on HIMA for the ESD systems. For that reason the use of these systems is obliged and will be prescribed in the detailed specification as part of the Request for Proposal (RFP) in Phase 2 of the tender. Alternative solution shall not be assessed and evaluated.
Applicant shall demonstrate that he has extensive experience with the design, engineering, assembly etc. of complex Process Control Systems and in particular with Process Control Systems for gas compressor stations implemented with the ABB AC800F and Freelance system family and the HIMA ESD system family.
The SCS shall be delivered conform the Gasunie specifications and standards as shall be presented as part of the RfP.

Part of the stations is the main process control system: the Station Control System or SCS.The purpose of this European tender procedure is the tender and award of one (1) Purchase Order to one (1) supplier for the supply of the complete SCS of the compressor station Embsen and the compressor station Quarnstedt.The delivery of SCS Embsen and SCS Quarnstedt shall be tendered in the RfP fase between the five parties that will be selected in this RFI phase.The size of the SCS will be approximately 500 hardware IO-points for each compressor station.There are also Profibus and Modbus connections with several packages like compressor controls, HVAC, instrument air etc.Part of the field instrumentation is located in a hazardous area.The scope of the delivery for each SCS as a minimum is:— Design (hardware and software), engineering, programming, delivery of the hardware,— Based on ABB Freelance,— Three operator stations,— Engineering station (incl. Applicants that are in such a situation may be excluded from the procedure unless art. 45.2 of the BAO applies. BAO is the Dutch implementation of 2004/18/EG, ref. art, 45 sub 1 1st alinea and sub 2. A model statement for this purpose can be obtained at the SIM of the electronic procurement system of Gasunie.

Economische en financiële draagkracht:

In case the applicant is part of a consortium, above information is to be applied for each and every member of the consortium. In this case a description of the fiscal entity is to be supplied, including liabilities of main contractor.

Applicant states that the minimum turnover for the area of subscription was more than €1.000.000 over the most recent financial year.

A financial credit check is part of the selection procedure. In case the financial position does not guarantee enough surety, this can lead to extra guarantees, to be agreed in the final negotiations.

Gasunie will request a guarantee of the mother-company, stating that the holding guarantees all liabilities resulting from a possible agreement.
