Oil free air supply unit VIRMm-1
NedTrain will refurbish coaches of type VIRM1 used by our Customer NS and intends to conclude a framework agreement (hereinafter named 'contract') with a supplier of oil free air supply units. NedTrain wishes to replace the current oil containing air supply units of the VIRM1 train sets with oil free air supply units.
NedTrain intends to conclude a contract with a supplier for a period of 5 (five) years with the option to extend the agreement with 2 (two) times 2 (two) years. A contract will be awarded based on the criterion most economically advantageous tender. The awarding criteria will be further explained in the RFP documents.
A contract includes, but is not limited to, the engineering, manufacturing and delivery (incl. spare parts) of oil free air supply units. The project covers approximately 416 coaches which are used as 4-car and 6-car train sets.
The oil free air supply unit will provide clean pressurized air for the brake- and door systems of the VIRMm1. The system must be able to produce a nominal pressure of 10 bar and a flow of 650 Nl/min and must fit in the available space with dimensions: 1900mm x 900mm x 650mm (l x w x h). The air supply units are required to be "plug and play" to the existing mechanical, pneumatic and electrical interfaces. Each train type, 4 coach or 6 coach, has one air supply unit. The unit is planned to be placed under the balcony of one of the coaches (where the original unit was mounted).
Considering the above, the scope of supply to be contracted will consist of approx. 81 oil free air supply units for the first contract phase of the project (VIRMm1), which is scheduled for completion on or before March 2017. NedTrain has the option to order oil free air supply units for the second phase (VIRM2/3) (approximately 46) and/or any other requirements in the field. No rights can be derived from the above mentioned numbers.
Please note that this European tender does not only apply on the VIRMm1 project, but is also applicable on any other future refurbishment- and/or upgrade projects. These other projects are options, which NedTrain may at its discretion call on. These options are not only applicable to the normal duration of the contract of 5 (five) years but also to any addendum/extension for a period of 4 years. Candidates can derive no rights from these options.
No preference is given to the oil free air supply unit type, but NedTrain requires a supplier that will provide a total solution, thereby providing overall air supply system responsibility including but not limited to engineering, design and selection of compressor units, air dryer, pneumatic control unit, air over pressure protection, air pressure switches, hour meter, frame, integrated fixing points to the carbody, integrated fixing for relating systems, fixation parts, integration test of oil free air supply unit on VIRM, spareparts, tools and equipment, complete oil free air supply unit for integration test, tools and equipment for installation and delivery of spare parts up until 18 years after finalization of the project. A maintenance guide is to be provided that covers the lifecycle of 18 years and the maintenance time involved. Not included in the scope of the oil free air supply unit is the installation of the units in Haarlem.
