N.V. Nederlandse Gasunie

The purpose of this RFI is to select candidates who will supply Gasunie for the coming 3 to 5 years with Ball Valves in the range 2”-48” including required services as described in par. 2.1.
The strategy of Gasunie is to reduce lead times and costs by optimising the supply chain (e.g. stock) and standardisation (e.g. drawings and stem extensions). This will require close cooperation between Gasunie and the selected manufacturers. Therefore only manufacturers of Ball Valves are allowed to participate in this sourcing event.
Final goal of this sourcing event is to have signed frame contracts as follows:
— Lot 1: 2”up to and include 16” on/off Ball Valves (including operating equipment and related services, see par. 2.1). The purpose of this European tender is to conclude 2 frame contract(s) with 2 suppliers (1 contract per supplier) in the area of:
—— o/o ball valves on/of Ball Valves in the diameter range 2”-16” for natural gas, Ansi class 150 300 and 600,
—— related services.
— Lot 2: 18”up to and include 48” on/off ball valves (including operating equipment and related services, see par. 2.1). The purpose of this European tender is to conclude 3 frame contracts with 3 suppliers in the area of:
—— on/off Ball Valves on/of Ball Valves in the diameter range 18”-48” for natural gas, Ansi class 150 300 and 600,
—— related services.
Gasunie attaches a great deal of importance to its relationship with the suppliers to be selected and is currently seeking high-quality organisations.

— Exclusion criteria: information and documents that prove that the applicant is not in a situation as set out in art. 45 sub 1 and 3 of the Besluit Aanbestedingen Overheidsopdrachten (hereinafter: BAO) of 16.7.2005.
Applicants that are in such a situation may be excluded from the procedure unless art. 45.2 of the BAO applies.

Economische en financiële draagkracht:
In case the applicant is part of a consortium, above information is to be applied for each and every member of the consortium. In this case a description of the fiscal entity is to be supplied, including liabilities of main contractor.
Applicant states that the minimum turnover for the area of subscription was more than 10 000 000 EUR per lot over the most recent financial year. In case applicant applies for 2 lots, the minumum annual turnover over the most recent financial year has to be 20 000 000 EUR or above.

A financial credit check is part of the selection procedure. In case the financial position does not guarantee enough surety, this can lead to extra guarantees, to be agreed in the final negotiations.
Gasunie will request a guarantee of the mother-company, stating that the holding guarantees all liabilities resulting from a possible agreement.

If a candidate who has not been selected in the selection process or the award of the tender, respectively a rejected candidate holds the opinion that the decision taken is contrary to the law or other applicable legal regulations, he shall, no later than 15 calendar days after the notification, of the aforementioned decision has been sent, inform us in writing – stating his reasons- that he shall take recourse to legal remedy.
