For the connection between Gasunie Deutschland network and the Nordeuropäische Erdgasleitung (NEL) for natural gas a compressor station and two metering - and reducing stations will be built in Germany. The compressor station and one metering stations will be built at Achim and one metering station will be built at Heidenau.
For the metering - and pressure reducing stations we need to put in heat into the gas to prevent condensation of hydro carbons and to keep the pipeline temperature above zero degrees.
The metering station exist each of +/- 4 meter runs executed with fiscal metering, a heat exchanger and flow/ pressure control valves. In the heat exchanger the gas will be heated up by the hot water/glycol system.
The scope of this package is to do the engineering, fabrication and the delivery of the heat exchangers.
The heat exchangers should be in accordance which Pressure Equipment Directive 97/23/EC, DVGW G 498, AD2000. The heat exchanger shall be of the BEU type in accordance with Tema.
The glycol/water will go through the shell side and the gas will go through the pipes. The gas flow will be approx. 400 000 nm^3/hr at 50-90 bar. The temperature increase should be approx. 20 degrees.
The design pressure shell/pipe side will be +/- 100 bar.
The required on site dates is estimated in Q2 2013.

The following information shall be requested for on the electronic procurement system of Gasunie as a minimum. The requested information also must be placed by applicant on this Gasunie platform. In case applicant is a consortium the information requested must be provided in respect of each applicant.

— Applicant is aware that information given in the Supplier Information registration (SIM) phase is used as selection criteria. (Knock out).

SIM phase will also include:

— Exclusion criteria: information and documents that prove that the applicant is not in a situation as set out in art. 45 sub 1 and 3 of the Besluit Aanbestedingen Overheidsopdrachten (hereinafter: BAO) of 16.7.2005 (applicants that are in such a situation may be excluded from the procedure unless art. 45.2 of the BAO is applied) BAO is the Dutch implementation of 2004/18/EG, ref. art, 45 sub 1 1st alinea and sub 2. A model statement for this purpose can be obtained at the SIM of the electronic procurement system of Gasunie,

— recent extract of the trade register (not older than 3 months) as referred to in art 47.1 of BAO,

— applicant confirms that the information he has provided in this questionnaire is correct and accurate, and that he has made no modification to the provided documents. (Knock out).

Economische en financiële draagkracht:

— Applicant states that the minimum turnover for the area of subscription was more than 12 000 000 EUR (knock out),

— a financial credit check is part of the selection procedure. If the financial position does not guarantee enough surety, this can lead to extra guarantees (to be agreed in the final negotiations),

— applicant accepts, in case of an order, the general conditions of Gasunie 2011 (Project Voorwaarden) (knock out).

Informatie over termijnen voor beroep:

If a candidate who has not been selected in the selection process or the awarding of tender, respectively a rejected candidate holds the opinion that the decision taken is contrary to the law or other applicable legal regulations, he shall, no later than 15 calendar days after the notification, of the aforementioned decision has been sent, inform us in writing – stating his reasons- that he shall take recourse to legal remedy.
