Gasunie intents to standardise heat exchangers, based on connection size, (envelope) dimensions, flow range and type.
— The heat exchangers shall be a vertical BFU type in accordance with TEMA. The tube sheet shall be integral with the bonnet and extended as a flange,
— within the heat exchanger, the gas shall flow through the tubes and the water around the tube,
— pressure equipment shall meet the requirements as specified in the Pressure Equipment Directive (97/23EC) and the ATEX Directive (94/9/EC).
Typical pressure reduction in the Gas Pressure Reduction Stations is 80 to 8 bar, 66,2 to 8 bar and 40 to 8 bar.

The following criteria for exclusion apply:

— Exclusion criteria: information and documents that prove that the applicant is not in a situation as set out in art. 45 sub 1 and 3 of the Besluit Aanbestedingen Overheidsopdrachten (hereinafter: BAO) of 16.7.2005.

Applicants that are in such a situation may be excluded from the procedure unless art. 45.2 of the BAO applies.

BAO is the Dutch implementation of 2004/18/EG, ref. art, 45 sub 1 1st alinea and sub 2. A model statement for this purpose can be obtained at the SIM of the electronic procurement system of Gasunie.

Economische en financiële draagkracht:

In case the applicant is part of a consortium, above information is to be applied for each and every member of the consortium. In this case a description of the fiscal entity is to be supplied, including liabilities of main contractor.

Applicant states that the minimum turnover for the area of subscription was more than 2 500 000 EUR over the most recent financial year.

A financial credit check is part of the selection procedure. In case the financial position does not guarantee enough surety, this can lead to extra guarantees, to be agreed in the final negotiations.

Gasunie will request a guarantee of the mother-company, stating that the holding guarantees all liabilities resulting from a possible agreement.

Informatie over termijnen voor beroep:

If a candidate who has not been selected in the selection process or the award of the tender, respectively a rejected candidate holds the opinion that the decision taken is contrary to the law or other applicable legal regulations, he shall, no later than 15 calendar days after the notification, of the aforementioned decision has been sent, inform us in writing – stating his reasons - that he shall take recourse to legal remedy. The copy of the writ of summons shall be attached to such notification send to the contracting Authority. The depositions of a claim with / against the contracting Authority shall not cause result in suspension of the tender procedure (unless and until so ordered by the relevant court). The afore mentioned term applicable to objections / a claim on the part of a candidate, shall commence on the day that follows the date of dispatch of the notification in writing to that candidate that he has not been selected. This term ends on the fifteenth day at 5 PM.
