For the connection between Gasunie Deutschland network and the Nordeuropäische Erdgasleitung (NEL) two metering- and reducingstations for natural gas will be built in Germany. One at station Heidenau and one at station Achim (2 lots).
The scope of supply (not limited to):
— design, engineering, delivery of the metering runs and accompanying equipment,
— 11 components procesgaschromatograph (Eex-d) with calibrationgas- and testgasbottles for each station,
— dewpointmeasurement for MCS Achim,
— equipment cabinets with supply, flowcomputers, datalogger, DSfG-modems and gateways,
— high pressure calibration with inlet/outlet spools,
— certification according to the national regulations (PTB etc.),
— tests, FAT, SAT, training and documentation.
Cabling to other systems, civil works, foundation, mechanical erection/assembly of the metering runs on site shall be carried out by other parties.
Per lot a separate request for quotation under this public notice could be issued by owner to the selected bidder(s).

The following information shall be requested for on the electronic procurement system of Gasunie as a minimum. The requested information also must be placed by applicant on this Gasunie platform. In case applicant is a consortium the information requested must be provided in respect of each applicant.

— Applicant is aware that information given in the Supplier Information registration (SIM) phase is used as selection criteria. (Knock out).

SIM phase will also include:

— Exclusion criteria: information and documents that prove that the applicant is not in a situation as set out in art. 45 sub 1 and 3 of the Besluit Aanbestedingen Overheidsopdrachten (hereinafter: BAO) of 16.7.2005 (applicants that are in such a situation may be excluded from the procedure unless art. 45.2 of the BAO is applied) BAO is the Dutch implementation of 2004/18/EG, ref. art, 45 sub 1 1st alinea and sub 2. A model statement for this purpose can be obtained at the SIM of the electronic procurement system of Gasunie,

— recent extract of the trade register (not older than 3 months) as referred to in art 47.1 of BAO,

— applicant confirms that the information he has provided in this questionnaire is correct and accurate, and that he has made no modification to the provided documents. (Knock out).

— applicant states that the minimum turnover for the area of subscription was more than 15 000 000 EUR (knock out),

— a financial credit check is part of the selection procedure. If the financial position does not guarantee enough surety, this can lead to extra guarantees (to be agreed in the final negotiations),

— applicant accepts, in case of an order, the general conditions of Gasunie 2011 (Project Voorwaarden) (knock out).

Informatie over termijnen voor beroep:

If a candidate who has not been selected in the selection process or the awarding of tender, respectively a rejected candidate holds the opinion that the decision taken is contrary to the law or other applicable legal regulations, he shall, no later than 15 calendar days after the notification, of the aforementioned decision has been sent, inform us in writing – stating his reasons- that he shall take recourse to legal remedy. The copy of the writ of summons shall be attached to such notification send to the contracting Authority. The depositions of a claim with / against the contracting Authority shall not cause result in suspension of the tender procedure (unless and until so ordered by the relevant court). The afore mentioned term applicable to objections / a claim on the part of a candidate, shall commence on the day that follows the date of dispatch of the notification in writing to that candidate that he has not been selected. This term ends on the fifteenth day at 5 PM.
