As a result of the Gasunie expansion of its network following the Integrated Open season market consultation of 2009 (IOS), as well new planned capacity , as retrofit of existing installations is required.
The purpose of this European tender is to close frame contracts with 2 or more BUSINESS OPERATOR(S) for SERVICES in the area of:
- Multidisciplinairy Engineering Services (for prelimanary studies, Basic and/or detailed designs and/or support during construction phase) for specifically retrofit/expansion station projects in brown field situations and also some green field projects
- Related to current and new Gasunie infrastructuaral and Installation works in Germany with a total project value larger than 2,5 mln euro per project
Gasunie attaches a great deal of importance to its relationship with the BUSINESS OPERATOR(S) to be selected and is currently seeking 2 or more high-quality organisation(s). We strife for 2 “Full Service Suppliers”. If the scope is not sufficiently covered by the Full Service Suppliers” it is possible that more suppliers will be contracted. It is the intention to have each scope item to be covered by two contracted Service Providers.

The frame contracts are needed to fulfil all current and future needs from the GUD-GP project organisation for engineering of compressor projects and metering/blending station projects. Some projects are already planned for the coming years, several other projects may come up in the planning but are unknown or uncertain at this moment. Basically all envisaged projects are multidisciplinary. Per project the need for services might be different but will be one or more of underneath mentioned integrated deliverables. In some case we might need only a single report for just one or a few disciplines.Project management will be executed by Gasunie. The focus on needed services in this tender is specifically on the engineering capabilities of the suppliers.Because of the retrofit character of most projects, knowledge of- and experience with the existing high pressure gas transport network of GUD and/or other German TSO's is of substantial advantage. The establishment in the surrounding of the projects in the North of Germany is in that respect also being valued.To reduce the effort and costs of Gasunie project management a single location for coordination / execution of the engineering work is being valued.Note:It is of importance to the project, besides the required quality to have the best hourly rates on total cost (including travelling expenses) for which the physical location of bidders envisaged engineering premises is of influence. Applicants that are in such a situation may be excluded from the procedure unless art. 45.2 of the BAO applies. BAO is the Dutch implementation of 2004/18/EG, ref. art, 45 sub 1 1st alinea and sub 2. A model statement for this purpose can be obtained at the SIM of the electronic procurement system of Gasunie.

Economische en financiële draagkracht:

In case the applicant is part of a consortium, above information is to be applied for each and every member of the consortium. In this case a description of the fiscal entity is to be supplied, including liabilities of main contractor.

Applicant states that the minimum turnover for the area of subscription was more than EUR4.000.000 over the most recent financial year.

A financial credit check is part of the selection procedure. In case the financial position does not guarantee enough surety, this can lead to extra guarantees, to be agreed in the final negotiations.

Gasunie will request a guarantee of the mother-company, stating that the holding guarantees all liabilities resulting from a possible agreement.

Precise information on deadline (s) for lodging appeals: If a candidate who has not been selected in the selection process or the award of the tender, respectively a rejected candidate holds the opinion that the decision taken is contrary to the law or other applicable legal regulations, he shall, no later than 15 calendar days after the notification, of the aforementioned decision has been sent, inform us in writing – stating his reasons- that he shall take recourse to legal remedy. The copy of the writ of summons shall be attached to such notification send to the contracting Authority. The depositions of a claim with / against the contracting Authority shall not cause result in suspension of the tender procedure (unless and until so ordered by the relevant court). The afore mentioned term applicable to objections / a claim on the part of a candidate, shall commence on the day that follows the date of dispatch of the notification in writing to that candidate that he has not been selected. This term ends on the fifteenth day at 5 PM.
