N.V. Nederlandse Gasunie

Construction of the Gas Technical Installations, electrical installation and civil works for the new compressor station and metering station at Embsen (near Achim) Germany (short: ACCS and ACMS). Fully in accordance with the German regulations, DVGW requirements, the Gasunie Deutschland technical standards and Pipeline Integrity management system (PIMS procedures).
GASUNIE intends to erect a new gas compressor station as well as a pressure regulating and metering station near Embsen. The stations are located southeast of Bremen along the highway A27. The new compressor station shall increase the transport capacity of H-Gas in West-East-Direction (existing pipelines) and the new NEL pipeline system, currently under construction. For control and metering of gas from / to the NEL a new pressure regulating and metering station is also required.
The area of the compressor station comprises about 4,3 ha, for the metering station around 1.3 ha are required. The new stations will be connected (tie-ins) 2 times to ETL 51, to the NEL and the adjacent metering system of NETRA in VDS Achim.
The compressor station (CS Embsen) consists of inlet filter separators, two gas driven compressors trains inclusive dedicated gas coolers and respective suction and discharge headers. Furthermore utility systems exist as fuel gas system for gas turbines and station heating, condensate collection system, emergency diesel generator and instrument air system. The pipe headers and compressor runs can be individually vented through dedicated vent stacks. The station is designed to allow for compression up to 100barg.
The metering station (MCS Embsen) consists of inlet 2 filter separators, 3 parallel metering runs inclusive fiscal metering and gas preheater, fuel gas system and a hot water system. The whole station piping is designed for 100 barg.
The stations are designed for unmanned, fully automatic, permanent operation. Hence separate control systems for both station will be provided.
In advance already End of 2012 first site works will be started by GU as:
— access street to the construction area,
— partly installation of the temporary construction area,
— pre-construction work e.g. field works, piling at the metering station,
— construction of a single connection line between NEL and existing NETRA metering station at VDS Achim.
The main contractor is responsible for takeover, continue and finalise previous installations.
Due to the local situation special attention needs to be taken for ground water handling during construction. Piling for main buildings and equipment foundations is required.
All required construction works shall be done by one Main Contractor (MCC). It includes – but not limited to:
— construction and commissioning of compressor and metering station incl. hand over to operation,
— erection of following buildings:
—— compressor buildings (2 units),
—— station control building,
—— utility building,
—— fuel gas building,
—— metering building,
—— boiler building incl fuel gas room,
—— electrical building,
— installation of pipework and mechanical components,
— electrical and instrumentation works,
— civil and HVAC subsystems.
Main mechanical equipment, pipe material valves for PN 100 as well as most of utility systems will be supplied by Gasunie and provided to Main Contractor.
Earliest construction shall start March 2012 whereas start of commissioning for both stations is planned for august 2014. RFO date is 26.2.2015.

Geschiktheid om de beroepsactiviteit uit te oefenen:

The following information shall be requested for on the electronic procurement system of Gasunie (Ariba) as a minimum. Besides delivering hard copies, the requested information also must be placed by applicant on this Gasunie platform.

Applicant is aware that information given in the Supplier Information registration (SIM) phase is used as input for the RFI phase and therefore may be used as selection criteria thus shall be true and representing the current situation with applicant. (Knock out).

SIM phase will also include:

— exclusion criteria: information and documents that prove that the applicant is not in a situation as set out in art. 55 of the “Besluit Aanbestedingen Speciale Sectoren” (hereinafter: BASS) (applicants that are in such a situation may be excluded from the procedure) BASSis the Dutch implementation of 2004/18/EG, ref. art, 45 sub section 1 1st paragraph and sub section 2., (knock out),

— recent extract of the trade register (not older than 3 months) — further information will be asked in electronic procurement system of Gasunie to include information of applicant in supplier information phase,

— in case applicant is a consortium the information requested must be provided in respect of each applicant,

— applicant confirms that the information he shall provide in the questionnaire on the Ariba platform is correct and accurate, and that he has made no modification to the provided documents. (Knock out),

— a statement that the key team members and supervising staff are able to communicate fluently in the German and English language and that the correspondence and communication, will be in the English language.(knock out).

Economische en financiële draagkracht:

In case the applicant is a consortium the information requested must be provided in respect of each participant. In this case a description of the legal form for the consortium must be provided, including liabilities and designated lead contractor.

Applicant has to state that the minimum turnover for the area of subscription was more than 100 000 000 EUR (Applicants turnover as requested or more, A financial credit check is part of the selection procedure, please fill in the in ARIBA enclosed KAR template document. If the financial position does not guarantee enough surety, this can lead to extra guarantees (to be agreed in the final negotiations).

In case applicant is part of a group, a statement of an ultimate parent company shall be provided that this parent will act as a guarantor for all obligations towards the employer in case a contract is awarded.

Please provide an original bank statement (not a copy) of a highly reputable bank in which is clearly stated the unconditional willingness, to issue immediately after contract-award, a Performance Bank Guarantee of 25 % of the contract value. (Knock out).

Technische en professionele bekwaamheid:

— Applicant has enough capacity to deliver the indicated scope (Knock out).

An overview of the total own production and engineering capacity of applicant. This should also include details of workload for each month in 2012/2013/2014/2015. (total capacity, sold capacity, estimate of required capacity for this project, estimate of expected required capacity for other outstanding quotations).

— Applicant shall indicate the possible production location and the overall manufacturing process for the (pre)fabricated parts and equipment to be delivered under the contract,

— Applicant shall indicate which part may be subcontracted to others? (including company names / addresses and part in the overall process,

— Applicant shall prove that in case of contract award the availability of the nominated sub contractors is secured by means of their declaration that they have sufficient capacity available and reserved for this project to perform the sub-contracted part of the scope,

— The applicant shall demonstrate the ability to execute correct execution of underground and above ground station works (such as but not limited to ground water handling, equipment, personnel). Up to 10 points per reference with a minimum of 2 references of which 1 in Germany and a maximum of 30 points,

— Applicant is, based on the information, able to realize the construction work on gas installations, the compressors, the measuring lines and tie-in scope as described. Applicant must prove the knowledge of tie-in welding,

— The applicant must submit relevant and representative references for construction of multi-disciplinary projects (civil, C&I, Mechanical, commissioning, HSE management, Construction management, QA/QC management) within gas transport installations,

— Applicant shall prove and demonstrate the capacity of direct labour and management. Relevant experience on similar projects in size and scope must be given by references not older than three years from which at least one executed in Germany. (up to 10 points per reference with a minimum of 2 references and maximum 40 points). Applicant must provide all relevant contact persons, telephone numbers and so on of the references,

— Applicant possesses a valid Quality Assurance Certificate (QA) on ISO 9000; or equivalent as uploaded in SIM 3.8. (Knockout),

— Copies of the last two QA audit reports (at least one external audit) with the Management report, the non conformities found and the remedy measures taken. 10 points: No major findings, 5 points 1-2 major findings,; 0 points > 2 major findings or long list of minor findings:

— copies of all relevant design, engineering and manufacturing certification (minimum ISO or equal, DVGW 301, DVGW 493-3, AD 2000-HP0, Certificates of QA responsible employees, other German PED certificates, Welding qualifications for the relevant materials, Certification of welding engineer(s), optional ATEX, EMC) (10 points: Upload all relevant certificates, 0 points: not all certificates are uploaded),

— relevant and representative references for construction of multi disciplinary projects (civil, C&I, Mechanical, commissioning, HSE management,) within gas transport installations of the past 3 years within provided format. This knowledge and experience shall be demonstrated by a minimum of two references, (up to 10 points per reference with a minimum of 2 references and maximum 40 points),

— references must be demonstrated as follows as a minimum, name client, telephone, description of work, contract value, time period of execution, statement that the project has or has not being delivered in time and within budget, etc.,

— applicant possesses a valid Health, Safety and Environment – Certificate (SCC) or comparable system. (Knockout),

— applicant shall demonstrate his safety performance during execution of similar works related to the reference projects and/or to the total man hours spend over the last 18 months by means the accident rate, near accident rate and severity rate. 20 points for the best performing applicant, 10 points for the second best. 0 points for the third and further shall be granted,

— in case of a consortium: Applicant shall state the references to projects of similar size and scope that were executed by the same consortium partners over the last three years. (10 points: more than 2 projects, 5 point: 1 project). Note: in case applicant is the sole bidder for this project, also 10 points shall be granted.

Notes:

1) In case the applicant is a consortium the information requested above must be provided in respect of each participant for the activities he will execute within the consortium.

2) In case of promotion of an applicant to the RFQ phase additional requirements shall be assessed and valued with the RFP such as (but not limited to): confirmation of acceptance of the Gasunie terms & condition, guaranty of availability of key team members during execution, Schedule compliance, compliance with the suggested vendor list of Gasunie, etc.

In case of award as a minimum the following guarantees will be contractually agreed upon:

25 % performance bank guarantee

Prepayment bank guarantee(s).

10 % warranty performance bank guarantee as a precondition for issuing the Ready For Operation Certificate.

All bank guarantees shall be issued by a generally accepted, respectable bank approved by the contracting authority (credit rating min. AA).

The project(s) are being executed in name of Gasunie Deutschland GmbH or its affiliate(s).

1) A contract subject to Dutch Law will be awarded on the bases of the Gasunie General Terms and Conditions for Works, edition 2011. Project specific terms of and conditions will be advised if invited to tender.

2) For safety reasons and according Gasunie Deutschland regulations as a principle a maximum of 2 levels of subcontracting is permitted (example: main contractor – subcontractor – sub-sub contractor).
