Concession: The Ministry of Foreign Affairs of the Kingdom of the Netherlands is inviting companies specialised in operating as External Service Providers to register their interest in a contract to assist Dutch foreign missions with the handling of visa applications and other consular services. The contracts that are the object of this call for tenders are service concession contracts (see Article 17 of Directive 2004/18/EC of 31 March 2004 on the coordination of procedures for the award of public works contracts, public supply contracts and public service contracts). This is due to the nature of the services which form the subject of this tender and to the fact that the service provider receives no payment from the Ministry of Foreign Affairs or any of its missions for the provision of the services, but instead can charge applicants a service fee. This contract notice is not therefore subject to the rules laid down in Directive 2004/18/EC. Each region represents a separate part of the call for tenders and the Ministry intends to sign one contract per region. The Ministry does not expect any service provider to be able to offer services worldwide. It therefore invites any service provider who is able to provide the services required in any one of the regions mentioned above to apply for prequalification. A service provider may apply for prequalification in one, several or all the regions specified. The following countries and cities (or a location within a reasonable distance of the city) at a minimum must be covered by the contract for the region concerned: 1. Western Europe - United Kingdom: London. 2. Southern/Eastern Europe, including Russia and the Commonwealth of Independent States - Russia: Moscow, St Petersburg, Rostov-on-Don and Yekaterinburg. Turkey: Ankara and Istanbul. Ukraine: Kiev. 5. Asia and Oceania, India: New Delhi, Mumbai, Chennai, Bangalore and Kolkata. 9. China: Beijing, Shanghai and Guangzhou. A maximum of five service providers will be invited to tender or to participate for each region. The Ministry will choose the five candidates by ranking them on the basis of their relevant experience in delivering services in the region concerned. Interested service providers can register for participation in the tender procedure by sending an email to FEZ-TENDER2@minbuza.nl. The Ministry will send a registration form to these interested service providers with a specification of the countries in each region and the minimum requirements for participation. This form must be formally signed and sent to the aforementioned email address by 13:00 (Central European Time) on 11 January 2013. By sending the registration form to the Ministry, the service provider declares that it complies with the minimum requirements. The Ministry reserves the right to request further information from the service provider to determine whether it meets the minimum requirements. Service providers that meet the minimum requirements will receive the tender documents at the end of January 2013.
