IOB is currently conducting a policy review on Private Sector Development (PSD). Part of this policy review are country studies, to be carried out in 4 countries, on the effects of PSD policy and a systematic literature review on Corporate Social Responsibility (CSR).
The objective of this tender is to contract an experienced evaluation team (team consisting of a team leader and team members) for the country studies and to contract a researcher(s) to conduct the systematic literature review.

The objective of the country studies is to give an integral description of the PSD-program (both policies and instruments) and demand drivenness of activities in Bangladesh, Burundi, Ethiopia and Vietnam and to determine effects of the PSD-program in these countries. The results of the country studies are expected to provide useful information from which lessons can be extracted by the MoFA in the field of PSD-programs in general and in particular for these four countries. The findings and conclusions of the country studies will be synthesized in a report, which will also contain points of interest for future consideration.

Evaluations on the effect of CSR-policy are scarce. Sometimes CSR is mentioned in evaluations of PSD-instruments and these evaluations often conclude that data for assessment of CSR were not available. A policy review (RPE 2006) can be based on research of similar interventions, used by other donors or actors. Therefore it was decided to have a systematic literature review on CSR. This systematic literature review is part of the policy review on PSD.

Tenderers must have an average annual turnover of at least 400 000 EUR excluding VAT in the field of evaluations or evaluation research over the years 2008, 2009 and 2010. In the case of a consortium, the total turnover of its members may be taken into account.

Lot 2.

Tenderers must have an average annual turnover of at least 50 000 EUR excluding VAT in the field of CSR over the years 2008, 2009 and 2010. In the case of a consortium, the total turnover of its members may be taken into account.

There are no requirements with respect to the legal form assumed by a group of tenderers (hereafter referred to as "group"). When two or more companies wish to form a group in oder to take part in this tender procedure, each company should fill out and sign the designated form in the tender documents. All companies taking part in the group will be liable for the fulfillment of the contact. Furthermore, the identity of the lead company in the group and the Ministry's contact must be indicated. Submission of quotations by a group without a lead company will not be accepted.

Lot 1.

1) Acceptance to work according the Programme of requirements and wishes for the assignment;

2) Acceptance of the draft public service contract the General Government Terms and Conditions for Public Service Contracts (ARVODI 2011) and the regulations on reimbursing external advisers' travel costs (BZ REA 2010) for working visits to other countries in connection with the contract. By signing the Statement of Agreement, tenderers indicate their acceptance of the draft contract and conditions. Amendments may be proposed in the question round. It is impossible to alter the contract once the final Information Notice has been issued. Conditions drawn up by the contractor or sector explicitly do not apply. No rights may be derived from the draft contract.

3) The tenderer has taken notice of the publication 'Evaluation policy and guidelines for evaluations and accepts to carry out the country studies according to this policy and guidelines.

4) Availability of the team members between 1.6.2012 and 30 November 2012 to fulfil the contract.

5) Able to present the final country reports and synthesis report on 30.11.2012.

6) The team leader must read, speak and write fluently in English and Dutch.

7) The team members conducting the country study in Burundi must read, speak and write fluently in French. The team members conducting the country study in Ethiopia, Bangladesh and Vietnam must read, speak an write fluently in English.

8) The team member(s) conducting a country study may not have been involved with PSD projects financed by the Ministry of Foreign Affairs in that specific country during the last seven years.

9) The proposal should have a minimum score of 7 on the award criteria 1 and 2.

Lot 2.
