The expansion of the Gasunie Deutschland gas transport system requires both an increase in throughput capacity of existing gas pipelines (for example by means pipe loops) and the construction of gas compressor stations or their expansion.
For protection of the Radial Compressors a number of 2-stage horizontal gas/liquid separators will be installed and beneath the Separator vessel a – 2 chamber - condensate collection vessel with a minimum DN400 shall be foreseen.
For the protection of metering stations the choice between horizontal and vertical separators is still subject to detail engineering, presently being executed.
The separators will be installed by a construction contractor on by owner provided concrete supports with both one anchor and sliding support.
Per lot a separate request for quotation under this public notice shall be issued by owner to the selected bidder(s).
Estimated number of filter separators will be in the range of 4-8 depending on the outcome of detail engineering.

Korte beschrijving:

For protection of the radial compressors 2-stage, horizontal gas/liquid filter separators will be installed and beneath the separator vessel a – two chamber - condensate collection vessel with a minimum DN400 shall be foreseen. The filter separators will be installed on provided concrete supports with both one anchor and sliding support.

The intended configuration is 2 (+2 future), though during normal operation all filter separators are on stream, independent of the number of compressor units in operation. There-fore the turndown capability of the filter separators shall be 0 to 100 %. Under normal operating conditions the incoming process gas contains small contents of solids/liquids (<100 l/day). According to operator’s information the condensate mainly consists of water saturated glycols, additives from gas production, and small amounts of higher HC condensates.

Design & construction requirements.

The filter separators shall include the following features:

— 2 stage horizontal Separators, outdoor installation,

— A filter section for primary separation and a stainless steel vane pack in the secondary separation section,

— A 2 chamber liquid collection vessel beneath the main filter separator vessel, integrated into vessel skirts. Both vessel ends equipped with flanged connection and blind flange with davit,

— Quick opening closure with davit for removal of filter lorry. Quick opening closure shall be equipped with pressure safety device and vent pipe,

— Typical appurtenances like lifting lugs, earthing bosses, on the condensate collection vessel optionally insulation clips (for min. 100mm insulation), supports, etc.,

— Condensate discharge valves (on/off) for both collection chambers including block valves and drains,

— Instrumentation including but not limited to: filter differential pressure transmitter, level gauges, level switches, restriction orifices,

— Access stairs and platforms for servicing vessel appurtenances,

— Corrosion protection. Inside: coating according Gasunie standard to be specified in RFQ. All piping components shall be according DIN 30690-1,

— All welding activities have to follow AD2000 HP.

The following information shall be requested for on the electronic procurement system of Gasunie as a minimum. The requested information also must be placed by applicant on this Gasunie platform. In case applicant is a consortium the information requested must be provided in respect of each applicant.

— Applicant is aware that information given in the supplier information registration (SIM) phase is used as input for the RFI phase and therefore may be used as selection criteria. (Knock out).

SIM phase will also include:

— Exclusion criteria: information and documents that prove that the applicant is not in a situation as set out in art. 45 sub 1 and 3 of the Besluit Aanbestedingen Overheidsopdrachten (hereinafter: BAO) of 16.7.2005 (applicants that are in such a situation may be excluded from the procedure unless art. 45.2 of the BAO is applied) BAO is the Dutch implementation of 2004/18/EG, ref. art, 45 sub 1 1st alinea and sub 2. A model statement for this purpose can be obtained at the SIM of the electronic procurement system of Gasunie,

— Recent extract of the trade register (not older than 3 months) as referred to in art 47.1 of BAO,

— Applicant confirms that the information he has provided in this questionnaire is correct and accurate, and that he has made no modification to the provided documents. (Knock out).

Economische en financiële draagkracht:

— Applicant states that the minimum turnover for the area of subscription was more than 10 mln EUR (10 point: applicants turnover as requested or more, 0 points: applicants less turnover as requested),

— A financial credit check is part of the selection procedure. If the financial position does not guarantee enough surety, this can lead to extra guarantees (to be agreed in the final negotiations) (10 points: applicant financial solvability on or above target, 0 points: financial solvability below target),

— Please provide an original bank statement (not a copy) of a highly reputable bank in which is clearly stated the unconditional willingness, to issue immediately after contract-award, a bank guarantee of 10 % of the contract value. (Knock out),

— Applicant accepts, in case of an order, the general conditions of Gasunie 2009 (10 points: yes, 0 points: no).

Technische en professionele bekwaamheid:

— Applicant is, based on briefly information, able to produce the inlet separator in own production facilities. Please indicate the overall manufacturing process, which part may be subcontracted to others? (Including company names / addresses and part in the overall process),

— Please provide an overview of the total production and engineering capacity of the applicant. This should also include details of engineering and or production workload for each month in 2012/ 2013,

— Applicant possesses a valid assurance certificate (QA) on ISO 9000 or equivalent (as uploaded in SIM 3.8). (Knock out),

— Please upload in ZIP file an electronic copy of your current QA relevant design, engineering and manufacturing certification (minimum ISO or equal, DVGW, PED, AD2000 merkblatt. (10 points: upload all minimum certificates, 0 points: not all certificates are uploaded),

— Please provide relevant and representative references of the past 3 years within provided format (20 points: 5 positive and correct references, 15 points: 4 positive and correct references, 10 points: 3 positive and correct references, 0 points: less than 3 positive and correct references).

Maximum total score = 60 points.

Minimum total score = 35 points (Knock out threshold).

The maximum number of applicants that will be invited to bid is 5 (not all applicants will be invited for a clarification or negotiation).

If a candidate who has not been selected in the selection process or the awarding of tender, respectively a rejected candidate holds the opinion that the decision taken is contrary to the law or other applicable legal regulations, he shall, no later than 15 calendar days after the notification, of the aforementioned decision has been sent, inform us in writing – stating his reasons- that he shall take recourse to legal remedy.
