Service provider for radioactive waste conditioning

Background.
NRG/ECN has to condition radioactive waste presently stored in 1 600 vessels at Petten for transport and storage at COVRA in Vlissingen. It is expected that around 600 vessels of this waste has to be conditioned abroad before it can be stored at COVRA.
This document for request invites potential service providers for offering their services as described in the scope of work.
Scope of work.
The work includes the following tasks:
— Transport of crushable vessels containing unconditioned waste from Petten to the service provider,
— Compacting and cementing of the waste. This waste has been categorized, sorted and packed in crushable vessels (which need to be defined by the service provider),
— After conditioning at the service provider, the waste will be transported to COVRA in packages/containers which need to be agreed on,
— Requesting and assuring of transport licenses. This includes transport under special arrangement, possible other permits and to enter procedures that are required for the license approval (e.g. environmental impact assessment) in the home country of service provider and possible transit countries,
— Requesting and assuring of licenses and possible other permits and to enter procedures that are required for approval to process the waste in the home country of Service Provider is part of the work.
Boundary conditions and principles.
The following boundary conditions and principles are applied:
— Processing, conditioning and shipment to COVRA need to be completed before 31.12.2014. The earliest possible date for completion needs to be specified when this deadline can not be met,
— The transport of the crushable vessels with waste to the service provider will start at the waste transfer unit in Petten by using Mosaik II-15 U EI transport containers. NRG/ECN will provide the Mosaik containers,
— The storage and transport packages of the processed waste are preferably the Romein concrete container, Mosaik II-15 U EI container, HAVA canister and MTR2 container.
