Minimumeisen:

Minimum turnover of 1 000 000, EUR - excluding VAT over the years 2008, 2009 en 2010 in the field of international cooperation.

Technische en professionele bekwaamheid:

Evaluation expertise.

The candidate must submit information about his evaluation experience in the last 5 years regarding development cooperation. This information must also describe shortly the qualitative and quantitave methods that have been used.

This selection criterion will be assessed on the number and scope of evaluations that have been performed and the methodologies that have been applied.

— Capacity development expertise: The candidate must submit information about his evaluation experience of capacity development in the last 5 years,

— management and coordination experience: The candidate must submit information about his experience in the last 5 years in managing and coordinating teams of evaluators, and in assuring the quality of the implementation of the evaluation by these teams and their evaluation reports,

— network/connections in thematic area's and countries: The candidate must submit information about his network in the sectors agricultural development, renewable energy, water, sanitation and hygiene (WASH) in the following countries: Benin, Ethiopia, Tanzania, Rwanda, Vietnam and Nepal. This network must comprise local qualified evaluators in lead positions,

— gender expertise: The candidate must submit information about the gender expertise gained during the last five years.

There are no requirements with respect to the legal form assumed by a group of tenderers (herafter referred to as "group"). When two or more companies wish to form a group in order to take part in this tender procedure, each company should fill out and sign the designated form in the tender documents. All companies taking part in the group will be liable for the fulfilment of the contract. Furthermore, the identity of the lead company in de group and the Ministry's contact must be indicated.

Submission of quotations by a group without a lead company will not be accepted.

Andere bijzondere voorwaarden:

— acceptance of the draft contract including ARVODI,

— the head consultant has had no connection what so ever with the design and/or implementation of the programs/projects of SNV in the past 5 years,

— availability in the period January 2012 up and including June 2012.
