N.V. Nederlandse Gasunie

Scope of work is to select a supplier(s) for pipeline inspections of the Gasunie network (incl. pipeline networks of third parties) performed with a helicopter for the period of 5 years.
Inspections are performed every two weeks in the Netherlands (approx 8,000 kilometres) and in the North of Germany (approx 1,900 km) for the prevention of pipeline damages and the detection of potential hazards. The output (daily reporting of potential risks supported by aerial photography) of the inspections will be presented in a digital form to Gasunie. In case of a major risk, immediate intervention (landing) is a necessary.

The following information shall be requested for on the electronic procurement system of Gasunie as a minimum. The requested information also must be placed by applicant on this Gasunie platform.

Applicant is aware that information given in the Supplier Information registration (SIM) phase is used as input for the RFI phase and therefore may be used as selection criteria. (Knock out).

SIM phase will also include:

— exclusion criteria: information and documents that prove that the applicant is not in a situation as set out in art. 45 sub 1 and 3 of the Besluit Aanbestedingen Overheidsopdrachten (hereinafter: BAO) of 16.7.2005 (applicants that are in such a situation may be excluded from the procedure unless art. 45.2 of the BAO is applied) BAO is the Dutch implementation of 2004/18/EG, ref. art, 45 sub 1 1st alinea and sub 2. A model statement for this purpose can be obtained at the SIM of the electronic procurement system of Gasunie,

— recent extract of the trade register (not older than 3 months) as referred to in art 47.1 of BAO,

— further information will be asked in electronic procurement system of Gasunie to include information of applicant in supplier information phase,

— in case applicant is a consortium the information requested above must be provided in respect of each applicant.

Applicant confirms that the information he has provided in this questionnaire is correct and accurate, and that he has made no modification to the provided documents. (Knock out).

Economische en financiële draagkracht:

On the E-sourcing platform, Applicant will find all Knock-out and the minimum requirements for participation to the tender. All these requirements should be met. In case Applicant does not meet these requirements (this includes supplying the required documents as described in the questions!), Gasunie has the right to exclude Applicant from the tender.

Knock-out:

1. Applicant is aware that information given in the Supplier Information registration (SIM) phase is used as input for the RFI phase and therefore may be used as selection criteria.

2. Applicant confirms that the information he has provided in this questionnaire is correct and accurate, and that he has made no modification to the provided documents.

3. In case of failure of equipment, the applicant has enough back-up capacity to deliver the indicated scope in 24 hour.

4. Applicant states (up-load) the permits/certificates to fly under JAR-OPS 3.

5. Applicant states (up-load) a recent extract from the trade register, approved by the Chambers of Commerce, containing as a minimum: - date of registration, - date of formation, paid up capital. (SIM 3.4).

Minimum requirements:

1. Applicant states that he observer is able to speak German (for the German part) and Dutch (for the Dutch part).

2. Applicant has enough capacity to deliver the indicated scope.

3. Applicant confirms that the maintenance of the Helicopter is in accordance to the EASA.

4. Applicant states the pilots that are flying for this contract have more than 1 500 flying hour’s experience. (Knock Out for the German part, not for the Holland part).

5. Applicant states that in cooperation with other network operators combined pipeline inspections are possible.

6. Applicant state that for the German part the inspections will be flown by a turbine powered helicopter. (Knock Out for the German part, not for the Holland part).

7. Applicant states that the helicopter gives room for at least 2 people.

8. Applicant states that the minimum turnover for the area of subscription was more than 1 000 000 EUR.

9. Applicant states that she will adequately insure her liability. Please attach a copy of the insurance certificate.

Technische en professionele bekwaamheid:

1) Ability to monitor the pipeline area from the air.

2) To electonically store the information of the inspected pipeline.

3) To provide evidence of the inspected track.

4) To exchange data with Gasunie Headquarters.

Pilot and inspector are separate person.

Besides the Knock-out and the minimal requirements, specific qualitative criteria are defined. These criteria will be weighted to select the maximum amount of Applicants for the RFP.

For the specific questions, please refer to the procedure (e-tool) as defined in Section VI.3.

In this application the 19 specific questions are listed. (maximum 130 points).

Weighting factors are:

— financial: 20 %,

— technical and organisation: 20 %,

— references: 20 %,

— ISO 9001x: 10 %,

— IT-system: 25 %,

— CO2 reduction: 5 %.

The first 5 Applicants based on the score in the selection model will be requested to submit a proposal in the RFP. In case Applicant 5 scores ex aequo (and Applicant 6 and so on) all parties with the ex aequo score will be requested to submit a proposal in the RFP.
