Permanant Premises ICC - Façade Engineering

International Criminal Court

The International Criminal Court (ICC) aims to construct permanent premises on a prime site. The gross floor area of the permanent premises is about 50 000 m² and the gross façade area is about 12 500 m².
The façade of the permanent premises of ICC is a complex and significant part in the whole project. Due to its function the permanent premises must be highly secured and the façade has to be bomb blast proof. The design team has developed a façade that has been composed of composite material in a structural use.
This tender is in regard to the engineering, development and testing of the façade of the permanent premises of the ICC. The contracting authority intends to commission two parties. Each party will perform its façade engineering activities totally separately from and in parallel with the other party's performance, resulting in two different tested designs (specs and drafts) of the façade. The engineering will be conducted with the design team, with the architect leading this team.

The requirements in short are:
The average turnover of the last three closed financial years of the candidate has to be equal or more than 15 000 000 EUR.
In the ratio table the average liquidity, solvency and profit must be equal to or be more than:
— the solvency ratio: 15 %,
— the current ratio: 0,95,
— the net profit margin: 0 %.
During the commission the candidate needs to have a third-party liability insurance of 500 000 EUR.

Technische en professionele bekwaamheid:
The requirements in short are:
— the candidates must have proven experience in engineering, developing and testing façades,
— the candidates must submit 3 references that are delivered after 1.1.2006. References regarding projects which are not completed will be evaluated if the façades concerned are (proven) ready to produce or have been successfully produced.
Within the three references there must be at least:
— 1 reference with respect to a façade with a size comparable to the ICC-PP façade,
— 1 reference with respect to the expertise in…
… bomb-blast protection,
… the structural use of composite material,
— 1 references with a testimonial of the client.
