Implementation of the Benelux Patent Platform
The national offices of intellectual property of Belgium, The Netherlands and Luxembourg manage the patents in their respective countries. The national offices have decided to implement a common system, the Benelux Patent Platform - a set of IT applications and infrastructure that will cover all major patent related processes for the three national offices. While the three national offices will adopt a shared system they will continue to conduct their business processes locally in a standardized way.
The contract contains one lot that includes 2 major parts of the Benelux Patent Platform for which procurement is required:
Part 1 - An integrated software solution called Benelux Patent Platform, that is likely but not required to consist of:
— Part 1a - Commercial Off The Shelf (COTS) set of software that will be configured to reflect the specific processes and functionality of the patent industry, and integrated into an overall architecture. COTS is likely to include Document Management / Archiving and Case Management functionality. Product support services will also be required,
— Part 1b - System Integration services: this includes the overall design of the system, the configuration and integration of the system and the development of bespoke parts (to be kept to a minimum level) of the system, as well as support and maintenance of all components of the software solution. System integration will also include services relating to data migration for the extraction, transformation and loading of the data from the current national systems.
Part 2 - Hosting infrastructure and managed services for the Benelux Patent Platform: these cover provision of the hardware, system software, infrastructure and managed services supporting the Benelux Patent Platform for the users of the national patent offices of the Benelux countries and for external users (e.g. patent applicants) of the system.
