Evaluation NPT and NICHE

An external review of the Netherlands Programme for Institutional Strengthening of Post-secondary Education and Training Capacity (NPT) and Capacity development in Higher Education (NICHE).
The overall purpose of the evaluation is to (a) account for Netherlands funding and other inputs pro-vided for NPT in the period 2002-2010 (b) assess the efficiency of NICHE management in the period 2008-2010 and, (c) based on its findings, gain lessons for future policy development and implementa-tion. The evaluation aims to address the following key questions:
1. What were the problems that feature at the basis of NPT and NICHE and are these still valid today, if so for what reasons?
2. To what extent did NPT effectively and efficiently address the need (qualitative and quantitative) for strengthening post-secondary education in developing countries in a sustainable manner?
3. To what extent did NPT enable post-secondary training institutes in developing countries to generate the manpower needed and did this contribute to the wider aims of socio-economic development, poverty alleviation and gender equity?
4. In relation to NICHE, have (a) the principles and priorities of the Programme been trans-lated into the design of country programmes, sector programmes and project outlines and (b) have the new procedures and management set up that were introduced been ef-ficient and effective?
5. What lessons can be drawn on the basis of the findings re 1 to 3 and serve as inputs for future Netherlands policy making - against a background of changing overall develop-ment policies?
The above key questions are further detailed in a series of specific Evaluation Questions (EQ), using the OECD/DAC criteria of policy relevance, effectiveness, efficiency and sustainability.

2. Entry in professional/trade register.

Minimumeisen:

Tenderer must have had an average minimum turnover of at least 500 000 EUR excluding VAT in the field of evaluations or evaluative research aggregated over the years 2008, 2009 and 2010.

— Tenderer needs to confirm that no relevant conflict of interest has existed, exists or will exist performing the assignment in order to secure impartiality, objectiveness and indepen-dence of the evaluation tendered for. Therefore tenderer confirms that it has not been involved in the policy development and/or implementation of NPT/NICHE), nor any other relevant interests has existed, exists or will exist that is related to the evaluation. Whereas "tenderer" also means any consortium member, principal contractor or subcontracter.

As a consequence and for example a (former) NPT/NICHE-expert or NPT/NICHE staff cannot have involvement in the evaluation tendered for.

— Tenderer must have performed and completed two contracts in the area of evaluation or research on post-secondary education, including capacity building and curricula develop-ment, in Africa, Asia or Latin America relevant for the assignment under consideration in the last five years.

It is required that one of these contracts has generated a demonstrable turnover for the tender of at least 150 000 EUR, excluding VAT.

— Tenderer must be familiar with the policy principles and the context in which the NPT/NICHE programme operates and have demonstrable in depth knowledge of recent developments in the field of post-secondary education in developing countries, including capacity building and curricula development, as shown by (at least) one publication, report or comparable work carried out by the tenderer produced in the last three years. The publication, report or comparable work can be the same as mentioned under 2.

There are no requirements with respect to the legal form assumed by a group of tenderers (herafter referred to as "group"). When two or more companies wish to form a group in order to take part in this tender procedure, each company should fill out and sign the designated form in the tender documents. All companies taking part in the group will be liable for the fulfilment of the contract. Furthermore, the identity of the lead company in de group and the Ministry's contact must be indicated.

Submission of quotations by a group without a lead company will not be accepted.

Andere bijzondere voorwaarden:

1. Tenderer accepts the draft public service contract and the General Government Terms and Conditions for Public Service Contracts (ARVODI). By signing the Statement of Agreement, tenderers indicate their acceptance of the draft contract and conditions. Amendments may be proposed in the question round. It is impossible to alter the contract once the final Information Notice has been issued. Conditions drawn up by the contractor or sector explicitly do not apply. No rights may be derived from the draft contract.

2. Tenderer confirms to execute the evaluation fully according to the specifications as described in this document and the Annex. Tenderer confirms to execute that all research questions will be worked out qualitively as requested.

3. Tenderer takes care that the team actually performing the evaluation exists of (at least):— two senior experts of which one will be designated as team leader. The team leader needs to have at least 8 years of relevant experience in performing evaluations in Africa, Asia and/or Latin America in the last 15 years. The second expert needs to have at least 5 years of relevant experience in performing evaluations in Africa, Asia and/or Latin America in the last 10 years,

— six local experts for the case studies. The local experts should have at least 8 years experience in post-secondary education, including capacity building and curricula development. They need to speak local languages as required to conduct the studies.

4. Tenderer confirms that this team actually does the writing of the reports, doing the visits and interviews (etc.) and performs the activities requested for the evaluation.

5. Tenderer takes care that all research questions as indicated in paragraph 3 and 4 of this document and conclusions and recommendations are provided and at least elaborated as requested.

6. Tenderer guarantees meeting the due dates mentioned in paragraph 7.3 especially the delivery of the final report of the evaluation.

7. All members of the team master the English level on a C2 level when necessary for writing reports or communicating. Whereas under C2 level is understood:

C2 - proficient user of the English language - can understand with ease virtually everthing heard or read. Can summarise information from different spoken and written sources, reconstructing arguments and accounts in a coherent presentation. Can express him/herself spontaneously, very fluently and precisely, differentiating finer shades of meaning even in more complex situations.

8. All reports need to be produced in the English language.

9. To assure the requested quality for the Ministry, tenderer needs to obtain a score of at least 6,5 points (of the maximum of 10 points) in the quality award criteria (all award criteria excluding price) of this tender, as assessed by the Ministry.
