The overall purpose of the evaluation is to (a) account for Netherlands funding and other inputs pro-vided for NPT in the period 2002-2010 (b) assess the efficiency of NICHE management in the period 2008-2010 and, (c) based on its findings, gain lessons for future policy development and implementa-tion. The evaluation aims to address the following key questions: 1. What were the problems that feature at the basis of NPT and NICHE and are these still valid today, if so for what reasons? 2. To what extent did NPT effectively and efficiently address the need (qualitative and quantitative) for strengthening post-secondary education in developing countries in a sustainable manner? 3. To what extent did NPT enable post-secondary training institutes in developing countries to generate the manpower needed and did this contribute to the wider aims of socio-economic development, poverty alleviation and gender equity? 4. In relation to NICHE, have (a) the principles and priorities of the Programme been trans-lated into the design of country programmes, sector programmes and project outlines and (b) have the new procedures and management set up that were introduced been ef-ficient and effective? 5. What lessons can be drawn on the basis of the findings re 1 to 3 and serve as inputs for future Netherlands policy making - against a background of changing overall develop-ment policies? The above key questions are further detailed in a series of specific Evaluation Questions (EQ), using the OECD/DAC criteria of policy relevance, effectiveness, efficiency and sustainability.

There are no requirements with respect to the legal form assumed by a group of tenderers (herafter referred to as "group"). When two or more companies wish to form a group in order to take part in this tender procedure, each company should fill out and sign the designated form in the tender documents. 3. Tenderer takes care that the team actually performing the evaluation exists of (at least):โ two senior experts of which one will be designated as team leader. The team leader needs to have at least 8 years of relevant experience in performing evaluations in Africa, Asia and/or Latin America in the last 15 years. The second expert needs to have at least 5 years of relevant experience in performing evaluations in Africa, Asia and/or Latin America in the last 10 years,
3. Tenderer takes care that the team actually performing the evaluation exists of (at least):โ two senior experts of which one will be designated as team leader. The team leader needs to have at least 8 years of relevant experience in performing evaluations in Africa, Asia and/or Latin America in the last 15 years. 4. Tenderer confirms that this team actually does the writing of the reports, doing the visits and interviews (etc.) and performs the activities requested for the evaluation.
5. Tenderer takes care that all research questions as indicated in paragraph 3 and 4 of this document and conclusions and recommendations are provided and at least elaborated as requested.
6. Tenderer guarantees meeting the due dates mentioned in paragraph 7.3 especially the delivery of the final report of the evaluation.
7. All members of the team master the English level on a C2 level when necessary for writing reports or communicating. Whereas under C2 level is understood:

Can summarise information from different spoken and written sources, reconstructing arguments and accounts in a coherent presentation.
