Contracting Entity has obtained a concession for the construction of an offshore wind farm in the Dutch Exclusive Economic Zone in the Q10 sector.
The Q10 project has obtained a subsidy from the Dutch authorities under the provision that innovative elements will be included in the Wind Farm such as for example suction bucket foundations.
The base case for the Q10 Offshore Wind Farm consists of 43 Vestas V112 Wind Turbine Generators (WTG's) on monopile foundations which are connected via medium voltage cables to an Offshore High Voltage Station (OHVS).
In the event an innovative foundation type such as a suction bucket foundation is being installed at Q10 the number of monopiles will be reduced to a minimum of 41; hence up to a maximum of 2 suction bucket foundations would be considered to be implemented at Q10 site.
Depending on the result of the tender proposals Contracting Entity may decide not to implement suction bucket foundations at Q10 site at all.
The foundations for the WTG's shall be designed, fabricated and installed (EPCI) in accordance with DNV-OS0J101 (design for Offshore Wind Turbine Structures). Any proposed deviations from this standard and its guidance notes shall be indicated and agreed upon with certifying party and with employer in writing, prior to contract award. The economic operator shall be obliged to conduct extensive structural monitoring (including scour measurements) during the first 5 years of its operational lifetime. The monitoring results shall be reported to the Contracting Entity on a monthly basis. Monitoring format to be further determined.
The foundation shall be an integrated structure including the structure from the foundation within the soil up to and including the tower flange.
The foundation comprises one (1) or more suction elements. The suction elements may be piles, cans or buckets.
Installation of the foundation is achieved by applying suction to the foundation elements, utilising the hydrostatic pressure difference to force the elements into the soil.
1 (base case) up to 2 suction bucket foundations suitable for Wind Turbine Generators are considered to be designed, fabricated and installed at the Q10 Offshore Wind Farm site. The foundations shall have an operational lifetime of at least 20 years.
The Q10 offshore wind farm is located in the Dutch EEZ, approximately 23 km from shore near the coastal town Noordwijk.
The Q10 Wind Farm is located in water depths of 19-24 m LAT and with sandy soil conditions.
Qualified candidates will be informed during ITT process about the exact locations within the Wind Farm where installations of suction bucket foundations are considered.

Geschiktheid om de beroepsactiviteit uit te oefenen:

Below requirements are minimum requirements for selection of candidates. If an economic operator fails to pass 1 or more requirements then economic operator will not be selected for participation in the tender procedure.

a. Economic operator is not subject to any of the exclusion criteria set in article 45 of Directive 2004/18, to be substantiated with an own declaration stating compliance with this requirement;

b. Economic operator is not bankrupt, has not been liquidated, has not been granted a moratorium or has not compounded with creditors; economic operator's activities have not been stopped or are not in another similar condition, to be substantiated with an own declaration stating compliance with this requirement;

c. No proceedings have been requested or are in progress against the economic operator that can result in bankruptcy, liquidation or a moratorium or compounding with creditors, to be substantiated with an own declaration stating compliance with this requirement;

d. Economic operator has complied with all its obligations with regard to the payment of social insurance contributions in accordance with the statutory provisions, to be substantiated with an own declaration stating compliance with this requirement;

e. Economic operator has complied with all its obligations with regard to paying his taxes, to be substantiated with an own declaration stating compliance with this requirement;

f. Economic operator is registered in the register of companies, to be substantiated with an original certificate of registration;

g. Economic operator shall be insured against third party and professional liability with an insured limit of liability of at least 25 000 000 EUR,- to be substantiated with a declaration from the insurer.

Economische en financiële draagkracht:

a. Economic operator (or its parent) shall have an annual turnover, averaged over the last 3 years, of at least:

— 25 000 000 EUR to qualify for EPC&I of 1 up to 2 suction bucket foundations at Q10,

— to be substantiated with a declaration from a chartered accountant stating compliance with this requirement. In case the consolidated financial information of the holding company of the economic operator is used to meet this requirement, the holding company shall provide a statement in which it guarantees the performance of the economic operator and is willing to provide a parent company guarantee at contract award;

b. Economic operator is willing and able to issue a performance security in the form of an on-demand bank guarantee (from a first class bank approved by Contracting Entity) at contract award and valid until the end of the Defects Notification Period (ending typically 5 years after completion), to be substantiated with an own declaration stating compliance with this requirement.

— The performance security amounts are:

i. For reasons failing to deliver and installing the suction bucket(s) foundation(s) in time or at all:

1. 4 057 000 000 EUR (equaling miss of 2 innovation points) for incurred innovation penalties from Dutch EL&I by Contracting Entity in case of 1 suction bucket, or

2. 6 086 000 000 EUR (equaling miss of 3 innovation points) for incurred innovation penalties from Dutch EL&I by Contracting Entity in case of 2 suction buckets and

3. Additional incurred costs (if any) by Contracting Entity for delivery of regular monopile(s) foundation(s) instead of the suction bucket foundation(s), or

4. 6 000 000 EUR per MW for loss of rated power for no delivery at all.

ii. For reasons of failures (after installation and take over) during the first 5 year operational life time.

1. Proportional part of the consequential damages. Amount to be agreed upon.

c. Economic operator is willing and able to issue an advance payment guarantee in the form of an on-demand bank guarantee at contract award, to be substantiated with an own declaration stating compliance with this requirement.

Technische en professionele bekwaamheid:

Below requirements are minimum requirements for selection of candidates. If an economic operator fails to pass 1 or more requirements then that economic operator will not be selected for participation in the tender procedure. Your application has to be documented with a company profile, including general company details, a diagram of the organisation in which it is explained how the expertise in the company is organised. A description of the engineering capacity and experience of the economic operator needs to be included.

a. Economic operator has been certified in accordance with ISO 9001:2000 and VCA (Contractor Safety Certificate)/SCC (Safety Checklist Contractor)/OHSAS 18001 or equal, to be substantiated with valid certificates;

b. Economic operator has executed stand-alone and successfully completed at least 1 of the following works:

— Offshore foundations and marine works (EPCI contract) over the last 10 years, with an aggregate contract value of at least 5 000 000 EUR, to be substantiated with a short description of the project(s) stating contract values and the contact details of the employer/customer and/or;

— Foundations and marine works (EPCI contract) for at least 1 offshore oil & gas project over the last 5 years with suction bucket technology, with an initial contract value of at least 15 000 000 EUR, to be substantiated with a short description of the project(s) stating the initial contract value and the contact details of the employer/customer.

Uitvoering van de opdracht
Vereiste deposito's en garanties:

Economic operator shall - at contract award - provide to the Contracting Entity a parent company guarantee from a parent of economic operator of sufficient standing, at the discretion of the Contracting Entity. In the event that economic operator has no parent or a parent of sufficient standing (at the discretion of the Contracting Entity), the economic operator shall - prior to commencement of the works and/or any payment taking place - submit a performance security to the Contracting Entity.
