For the Tender assessment the University Medical Center Groningen (UMCG) has chosen to emphasize on quality of the Tender and therewith create a possibility for the Tenderers to differentiate from their competitors on quality. Next to quality, price will be a part of the assessment. UMCG will in the tender procedure make use of the principles of Best Value Procurement (BVP). An information meeting will be organized for interested suppliers on the methodology of Best Value Procurement. Suppliers who wish to attend the meeting, must register for this by sending an e-mail to Mr E.K. de Groot (e-mail address: e.k.de.groot@ink.umcg.nl) specifying the number of people (including their names) who will attend the meeting. Tender documents are available on the Negometrix tool. To get access to the documents a supplier needs to register his company. UMCG will incorporate a minimum 15 calendar day standstill period at the point information on the award of the contract is communicated to the Tenderers. The purpose of the standstill period referred to above is to allow parties to apply to the courts to set aside the award decision before the contract is awarded. In this event, the Tenderer should notify UMCG of his intention, in writing and stating full details, within fifteen days of the date stated in the letter of notification, and should enclose the (pro forma) summons. By submitting a Tender, all Tenderers expressly accept this 15-day limitation. All such disputes are to be placed before the District Court of Groningen, Netherlands, having sole jurisdiction in all matters relating to the Tender procedure. In principle, the commencement of legal proceedings will not result in the suspension of (the remainder of) the tendering procedure.
