The expansion of the Gasunie Deutschland gas transport system requires both an increase in throughput capacity of existing gas pipelines (for example by means pipe loops) and the construction of gas compressor stations or their expansion.
For the post-cooling of the compressed gas at the common gas output line, 2 x 50 % air-cooled process gas coolers are to be built. The arrangement in the common pressure line requires a high part-load performance of the cooler group. Temperature is regulated by the rotation speed of the individual fans.

Valid for all lll.2 topics: the following information shall be requested for on the electronic procurement system of Gasunie as a minimum. The requested information also must be placed by applicant on this Gasunie electronic platform.

Applicants must provide the following information/documents:

— Exclusion criteria: information and documents that prove that the applicant is not in a situation as set out in art. 45, sub 1 and 3 of the Besluit Aanbestedingen Overheidsopdrachten (hereinafter: BOA) of 16.7.2005 (applicants that are in such situation may be excluded from the procedure, unless art. 45.2 of the BAO is applied). BAO is the Dutch implementation of 2004/18/EG, ref. art. 45 sub 1, first alinea and sub 2. A model statement for this purpose can be obtained at the address mentioned in I.1,

— Recent excerpt of the trade register (not older than 3 month) as referred to in art. 47.1 of the BOA; In case the applicant is a consortium the information requested above must be provided in respect of each participant.

Economische en financiële draagkracht:

Applicants must provide the following information/documents:

— An original bank statement (not a copy) of a highly reputable bank in which is clearly stated the unconditional willingness to issue immediately after contract-award a bank-guarantee of 10 % of the contract value,

— Statement of an ultimate parent company, that it will act as a guarantor for all obligations towards the employer.

In case a contract is awarded;

— Annual reports 2009 and 2010 with consolidated balance sheets of the applicant, accompanied by a (chartered) accountant declaration. Applicants shall have to demonstrate a minimum yearly turnover of 25 000 000 EUR in the relevant business activities,

— Recent bank statement that the financial standing of the applicant is sufficient to ensure realisation of the work in case of award,

— A financial credit check will be part of the final selection procedure. If the financial position does not guarantee.

Enough surety, this can lead to extra guarantees (to be agreed in the final negotiations).

In case the applicant is a consortium the information requested above must be provided in respect of each participant.

Technische en professionele bekwaamheid:

Applicants must provide the following information/documents:

— An organisation-chart, which includes staff employees (including names) and number of personnel (excluding contract-personnel),

— A copy of a relevant (QA) certificates on ISO 9000,

— Location of the manufacturing facility,

— A copy of the valid VCA/SCC certificate,

— Please provide an electronic copy (CD) of your current QA manual including copies of all relevant design.

Engineering and manufacturing certification (for example ISO, ASME, PED, ATEX, EMC);

— A management summary of the last 2 external audits on the quality system,

— Provide a copy of the company standard test an inspection plan,

— Provide details of the manufacturer’s or fabricators existing welding quality system, including a copy of all applicable certification,

— Provide an overview of the total production and engineering capacity of applicant. This should also include details of engineering and/or production workload for each month in 2012/2013,

— Provide standard delivery times,

— Provide a list of sub-suppliers for any major component part,

— Please advise if any part of the overall fabrication / manufacturing process is sub-contracted to others. If so please provide details of their company names and addresses,

— Applicants shall have demonstrable knowledge and technological experience, preferably in Germany, for at least 3 years in the scope of the supply by the applicant. This knowledge and experience shall be demonstrated by references, minimum 3. References must be demonstrated as follows as a minimum, name client, telephone, description product, pressure, dimensions etc.,

— Applicants shall demonstrate ability to execute the contract (technical means and personnel).
