250/IOB Renewable Energy - Qualitative Studies

A series of impact evaluations on renewable energy within the context of development cooperation are currently being conducted. The impact studies will be used for a policy evaluation of the Promoting Renewable Energy Program (PREP), planned for 2014. The framework Terms of Reference for this series of impact studies can be downloaded.
In addition to the framework Terms of Reference for the series of impact studies specific Terms of Reference for planned studies in Rwanda and Indonesia are attached. The selection of countries, programmes and projects for impact evaluation is expected to cover a broad spectrum of interventions.
In February 2010 a framework contract was signed with the consortium Rheinisch Westfälisches Institut für Wirtschaftsforschung (RWI) and the Institute of Social Studies (ISS), The Hague, for the conduction of quantitative impact studies for these impact evaluations, as identified in the country Terms of Reference.
In addition to a framework agreement for the quantitative elements IOB has set out to tender a framework agreement for specific qualitative studies to be undertaken within the series of impact evaluations of Renewable Energy programs and projects supported by the Netherlands.
The framework contract will have a duration of 2 years and may be extended no more than once for 1 year.

Minimumeisen:

1) Tenderer should have experience with qualitative methods within a mixed methods evaluation context. He should prove this by providing one reference of a contract performed in the field of evaluation research in which mixed qualitative and quantitative methods are applied during the last three years (After 1st October 2008).

2) Tenderer should have evaluation experience in the field of renewable energy in developing countries. He should prove this by providing one reference of a contract which has been carried out in a development country during the last three years (After 1st October 2008).

There are no requirements with respect to the legal form assumed by a group of tenderers (herafter referred to as "group"). When two or more companies wish to form a group in oder to take part in this tender procedure, each company shouldfill out and sign the designated form in the tender documents. All companies taking part in the group will be liable for the fulfilment of the contact. Furthermore, the identity of the lead company in the group and the Ministry's contact must be indicated. Submission of quotations by a group without a lead company will not be accepted.

Andere bijzondere voorwaarden:

1) Be available for at least 150 days during the duration of the contract period, and deliver the mentioned reports according to the time schedule in the country specific Terms of Reference;

2) Accept the framework for contracts and the General Government Terms, the Conditions for Public Service Contracts (ARVODI-2008) and the regulations on reimbursing external advisers' travel costs (Reiskostenvergoeding externe adviseurs, BZ REA-2010) for working visits to other countries in connection with the contract.

Amendments may be proposed in the question round. It is impossible to alter the contract once the final Information Notice has been issued. Conditions drawn up by the contractor or sector explicitly do not apply. No rights may be derived from the draft contract;

3) Accept to work according the predetermined purpose, working languages, work procedure, reporting and consultations as set out in the Terms of Reference (Section 8) as well as the country specific Terms of Reference.

4) Tenderer should have no conflict of interest during the evaluation period (2008-2014) concerning the PREP programme. Conflict of interest can be stated by the Ministry. Questions on potential conflict of interest may be raised in the question round.

5) The proposed candidate should have an academic background in social sciences and/or economics

6) The proposed candidate should have full command of English and Dutch.
